RESOLUTION
NO. 01-10
A RESOLUTION OF THE CITY OF SPRINGFIELD COMMON COUNCIL SETTING
LOCAL AND REGIONAL SEWER CHARGES AS SET FORTH IN THE SPRINGFIELD
MUNICIPAL CODE.
WHEREAS, the City of Springfield has established a system of sanitary and storm
drainage sewer systems; and
WHEREAS, sewer system operation and maintenance and certain capital costs are
paid from revenues derived from sewer user fees; and
WHEREAS, the Metropolitan Wastewater Management Commission approved the FY
03-04 Regional Wastewater Program Budget and rates pursuant to the MWMC
. intergovernmental agreement on April 17, 2003; and
WHEREAS, section 8(c) of the MWMC intergovernmental agreement obligates the City
to "adopt user charges required by 40 CFR 35.929 in an ~mount not less than adopted
. by the Commission"; and
WHEREAS, section 4.206 (3) of the Springfield Municipal Code authorizes the setting
of sewer charges by resolution of the Council; and
_ WHEREAS, a new schedule of sewer user fees,attached asexhibitA,is needed to
implement the new FY03/04 sewer local and regional sewer charges;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
. Springfield as follows: 1) The attached City of Springfield Schedule of Sewer User
Fees (exhibit A) is hereby adopted and shall take effect July 1,2003. 2) This resolution
shall take effect immediately upon passage by the Council and signature by the Mayor.

Drainaqe:
Beginning July 1, 2003 monthly stormwater drainage user fees shall be determined as follows:
a. All real property, with the exception of single family dwellings, shall be charged $1.72
plus the product of the property area (in square feet), runoff coefficient, and $1.638 per
one thousand square feet.
b. Single family dwellings shall each pay $6.86.
