NARRATIVE
THE PURPOSE OF THIS SURVEY IS TO PARTITION AND MARK WITH PROPER MONUMENTS IN
ACCORDANCE WITH OREGON REV/SED STATUTES CHAPTER 92 AND LOCAL ORDINANCES THE
PARTITION PLAT FOR HOME FEDERAL BANK AND HAYDEN HOMES, LLC, CITY OF SPRINGFIELD
CASE NUMBER SUB20tO-OOOIO, AS GIVEN TENTATIVE APPROVAL BY THE CITY OF SPRINGFIELD
ON SEPTEMBER 29, 2010.
DURING CALCULATION OF THE BOUNDARY A DISCUSSION OCCURRED WITH RICHARD SKINNER
ABOUT DATA SHOWN ON CSF 41715 (REF 2). A DESCRIPTION OF EACH TOPIC OF
CONVERSA TION FOLLOWS:
1) SOUTHWEST CORNER OF PLAT:. REF 2 SHOWS MaN F AS A 5/8" IRON ROD WITH NO CAP
AND LABELS THE ROD AS THE SOUTHEAST CORNER Of 'LOT 54, E.M. HINSHAW SUBDIVISION.
HOWEVER, THIS CONfLICTS WITH REF 1. IN MONUMENT CHARACTER AND LOT CORNER LOCATION.
REVIEW OF CSF 286601 LPPN 2009-P2J92 AND LPPN 2008-P2205 SHOW THE SOUTHEAST
CORNER OF LOT 54 APPROXIMATELY 42-FEEt SOUTHERLY DUE TO A RIGHT-Of-WAY
DEDICATION THAT OCCURRED AFTER PLATTING. REF 1 SHOWS LESS DETAILED INFORMATION,
BUT SHOWS A CHANGE IN RIGHT-OF-WAY WIDTH REVEALING THAT THE CORNER OF THIS PLAT
IS NOT. IN THE SAME LOCATION AS THE CORNER FOR THE PROPERTY TO THE WEST. RICHARD
CLEARL Y REMEMBERED THE LACK OF CAP BECAUSE HE THOUGHT IT ODD SINCE WES1WIND
ESTATES WAS SCHEDULED TO RECORD SOON. WE CONCLUDED THAT THE LABELING Of THE
SOUTHWEST PLAT CORNER AS THE SOUTHEAST CORNER OF LOT 54 WAS IN ERROR, BUT THAT
HIS MONUMENT CHARACTER IS CORRECT FOR HIS SURVEY AND THE CAP MUST HAVE BEEN
PLACED SEPARATE FROM THE MONUMENT.
2) WESTERLY TANGENT FOR DAISY STREET: THE MEASURED AND RECORD DISTAi/CES LISTED
BYR/CHARD ARE THE SAME, BUT THE RECORD DISTANCE .IS NOT .WHAT IS SHOWN ON THE
RECORD MAP. AtII:.R REVIEWING HIS FIELD DATA, WE CONCLUDED THAT THE INTENT WAS TO
HAVE 80TH DISTANCES 4.05-FEEJ AS CALLED ON THE RECORD MAP.
J) EASTERL Y TANGENT FOR DAISY STREET: THE MEASURED AND RECORD DISTANCES LI~ I tD
BY RICHARD ARE THE SAME, BUT AMBIGUOUS. THE DISTANCE LISTED IS 158. 158. 47-FEET.
THE INITIAL ASSUMPTION WAS THAT THE INTENDED DISTANCE WAS 158.47-FEET; HOWEVER, THIS
DID NOT MATCH RECORD BY 5.0G-FEET. AFTER REVIEWING HIS FIELD DATA, WE CONCLUDED
THAT THE INTENT WAS TO HAVE BOTH DISTANCES 153.47-FEET AS CALLED ON THE RECORD
MAP.
4) WEYERHAEUSER HAUL ROAD CURVE: THE ARC AND CHORD DISTANCES LABELED DO NOT
COME FROM THE SAME DELTA ANGLE. THE CHORD BEARING AND DISTANCE MATCHED THE
FOUND MONUMENTS AND RICHARD CLEARLY REMEMBERED USING THE MONUMENTS TO DEVELOP
THE CURVE. THEREFORE IT WAS CONCLUDED THAT THE ARC LENGTH WAS THE ERRONEOUS
LABEL.
THE RECORD INFORMATION SHOWN FOR REF 2 ON THIS PLAT IS BASED ON A COMB/NATION OF
THE MAP AND THIS CONVERSATION REGARDING THE INTENT OF THE REFERENCE. MAP, NOT
STR/CTL Y BASED ON THE MAP ALONE.
NORTH RID WfST BOUNIl4RIES
THE FOUND 5/8" REBARS WITH YELLOW PLASTIC. CAPS STAMPED IIKPFf INC" (MaN A & MON J)
WERE HELD FOR THE PRIMARY PORTION OF THE WEST LINE. THIS LINE WAS USED FOR THE
BASIS OF BfARINGS.
MON J AND THE FOUND 5/8" REBAR WITH YELLOW PLASTIC CAP STAMPED IIKPFF INC" (MON C)
WERE HELD FOR THE SOUTH LINE OF TAX LOT 102. MON C WAS SET BY CSF 40908 (REF 1)
AS A REFERENCE MONUMENT FOR THE TRUE CORNER. THE. SOUTHEAST CORNER OF TAX LOT
102 WAS ESTABLISHED BY HOLDING A POINT 1.00-FEET WESTERLY OF MON C ALONG THE LINE
BETWEEN MON C AND MON J. IT SHOULD BE NOTED THAT THE LOCATION OF MON C IN
RELATIONSHIP TO THE CORNER IS AMBIGUOUS. THE MONUMENT LABEL STATES THAT IT IS SET
ON-LINE BUT THE BEARING GIVEN DOES NOT MATCH AN EXTENSION OF THE PROPERTY LINE.
SINCE STANDARD SURVEY PRACTICE IS TO SET THE MONUMENT ON AN EXTENSION OF THE
PROPERTY LINE, J ELECTED TO IN1ERPRET THE STATEMENT OF BEING ON-LINE AS MORE
ACCURATE THAN THE BEARING GIVEN.
THE EAST LINE OF TAX LOT 102 WAS ESTABLISHED BY HOLDING THE SOUTHEAST CORNER OF
TAX LOT 102 AND THE FOUND 5/8" REBAR WITH YELLOW PLASTIC CAP STAMPED "KPFF INC"
(MON D).
THE SOUTH RIGHT-Or-WAY MARGIN OF McKENZIE HIGHWAY WAS ESTABLISHED BY HOLDING MON
D AND THE FOUND 5/8" REBAR WITH YELLOW PLASTIC CAP STAMPED "KPFF INC" (MON E).
SOUTH BOUNDARY (DAISY S1REET NORTH RIGHT-Of-WAY MARGIN)
THE MOST WESTtRL Y TANGENT SECTION WAS ESTABLISHED BY HOLDING THE FOUND 5/8" REBAR
WITH YELLOW PLASTIC CAP STAMPED "KPFF INC" (MON F) WHICH MATCHED THE RECORD ANGLE
FROM THE WEST BOUNDARY PER REF 2 AND THE RECORD DISTANCE FROM REF ,. RECORD
ANGLES AND DISTANCES FROM REF 1 AND REF 2 WERE HELD FOR THE REMAINDER OF THE
SOUTH BOUNDARY.
IT SHOULD BE NOTED THAT MON G AND H LIE AT THE END POINTS OF A LINE OFFSET
O. 1 J-FEET, BY PERPENDICULAR MEASUREMENT, NORTHERL Y FROM THE LINE CALCULATED FOR
THE RIGHT-OF-WAY LINE. CONS/DERATION WAS GIVEN TO HOLDING THESE MONUMENTS.
AFTER NUMEROUS COMBINATIONS OF MONUMENTS TO HOLD, IT WAS CONCLUDED THAT THE
SOLUTION USED MINIMIZED THE DIFFERENCE FROM RECORD.
EAST BOUNDARY (WEST WEYERHAEUSER HAUL R04.D RIGHT-Or-WAY MARGIN)
MON E AND THE FOUND 5/8" REBAR WITH YELLOW PLASTIC CAP STAMPED "KPFF INC. (MON I)
WERE HELD FOR THE DIRECTION OF THE PRIMARY PORTION OF THE EAST LINE. THIS WAS
EXTENDED TO ALLOW THE TANGENT RIGHT-OF-WAY CURVE TO INTERSECT THE SOUTHEAST PLAT
CORNER.
