Because the improper storage and disposition of waste creates a potentially serious public health hazard, dead organic matter and debris must be stored in covered leak proof containers and be removed a minimum of once every seven (7) days. . . . In an effort to eliminate conditions which may adversely affect community economic stability and to promote pleasant neighborlloods, all used materials must be stored within a legally permitted building. . In an effort to eliminate conditions which may adversely affect community economic stability and to promote pleasant neighborlloods, it is unlawful to park, store, leave or permij the parking or storing of any licensed or unlicensed motor vehicle upon any public or private property within the city, unless completely enclosed within a legally permitted building that is wholly or entirely enclosed except for doors for use for ingress and egress. Nothing herein shall prohibit the storage of one (1) vehicle not in violation of other provisions of this code, where the same is screened from public view within a legally permitted building or behind a six foot . (6') solid fence. The opposite of a stored vehicle is a vehicle which is licensed, insured and coming and going on a regular basis. Until this property is in compliance with the required Development Code provisions for approved screening, no vehicles awaiting repair or any outdoor storage can be kept outside of the building. POTENTIAL SCHEDULED FORFEITURE: $500.00 first offense/$l ,000.00 second offense. Each day a violation continues constitutes a separate offense.
