Public Works Engineering Comments
The subje.ct application involves tax lot 170]. The applicant submitted plans to discuss partitioning
one lot into three parcels for the construction of two duplexes. Public Works Engineering responses to
the applicant's questions are as follows:
Applicant's Questions:
1. What form of private road is requir!ld for the partition? Relative to SDC Section 3.2-220.
Transportation and Planning Divisions will respond to this question. For clarification
purposes, this will not be considered a private road but a driveway.
2. Will it be possible in tbe future to divide each of the three parcels into two parcels - one
for each duplex after construction?

3. Are there any issues that would prevent construction of two duplexes on each lot after the
partition is completed?

4. After completion of the partition, will site plan review be required for the two duplexes on
each parcel? If so, can the partition / site review applications run concurrently?

Additional Staff Comments:
a) To ensure afully functioning water quality system and meet objectives of Springfield's MS4
permit, the Springfield Development Code and the EDSPM, the proposed private vegetative
water quality swale shall be shall be fully vegetated with all vegetation species established
prior to approval of Final Plat. Alternatively, if this condition cannot be met, the applicant
"\! sha~l provide and maintain additionalinterim erosion control/water quality measures
. acceptable to the Public Works Depaflment that will suffice until such time as the swale
vegetation becomesfully established Prior to approval of the partition plan, the applicant shall
include a maintenance agreement document with provisions to ensure functionality of the
proposed vegetative swale.
b) The plans submitted does not appear to include a required sidewalkfronting 42nd St. The City
Capital Project indicates this as a set-back sidewalk. Prior to approval of the partition, the
applicant shall obtain a copy of the Capital Improvement Plans for 4~ St. improvements

(P20457) and include on plans the proposed sidewalk with the required alignment matching the
4~ Sf. improvements.
c) The tentative partition plan will need to include a 7' PUE along the street frontage S. 42nd Sf.
for all public utilities.
d) The plans will need to be completely detailed for required private utility easements for serving
each lot including storm water and sanitary sewer and other utilities such as water. Separate
sanitary service lines will requiredfor serving and extended to each residential lot.
e) The proposed exterior trash enclosure must be roofed and hydraulically isolated. Also, the
floor area shall drain to an approved sanitary sewer line. This information must be shown on
plans.
j) There is an existing 18" storm pipe and an existing 8" sanitary sewer pipe located in S. 4 ~ St.
The applicant shall obtain necessary City encroachment permit in order to connect to the
existing 8" pipe located at the westerly end of property within the 42nd St. right-ol-way.
g) System Development Charges (SDC's) will be required and calculated at the time of Building
Permit application submittal.
