Dear Steve:
The proposed church development is within Springfield's adopted Drinking Water
Protection Area. The property overlies portions of the 10 - 20 year tiJbe-of-travel (TOT)
zone to the Maia Well. This area is highly susceptible to contaminatio'n from chemicals that
may spill or leak onto the ground surface. Any chemical spills or leak~ must be cleaned up
immediately and clean-up materials disposed off-site and in accordan1ce with Lane County
and DEQ requirements. In every case, care shall be taken to prevent groundwater
contamination.
GENERAL CONSTRUCTION:
Chemical handling, storage, and use: Contractors/developers shall be responsible for the
safe handling and storage of chemicals, petroleum products, and fertilizers and the
prevention of groundwater and storm water runoff contamination. Chemicals used during
,
construction, including paint and cleaning materials/wastes, must not enter the soil or be
,
washed into the storm water system. All chemicals should be stored in adequate secondary
containment.
Equipment maintenance and fueling: Precautions must be taken to prevent fluid-containing

equipment located outside from leaking, including providing a dedicated area for fueling
and maintenance of equipment. This area should be prepared and m~intained in a way that
,
prevents spills or leaks from migrating to the soil or storm water drainage system.
No fill materials containing hazardous materials shall be used on thislsite.

OPERATIONS:
The applicant will need to submit either a Drinking Water Protection QDWP) Overlay
District application or a DWP exemption: Please contact me (541.744.;3745) with any
questions about the DWP permit process.
Rooftop mounted equipment and other fluid-containing equipment located outside the
building should be sealed and provided with secondary containment dr a weather resistant
enclosure. In the event of a spill or leak, this will prevent any fluids fr6m migrating into the
storm water drainage system. If applicable, chemicals stored outdoork (fertilizers,
pesticides, etc.) should be covered and placed in secondary containm~nt.
STORM WATER:
The installation of rain gardens is an excellent method for promoting inflltration of clean
water into the aquifer, which helps Springfield's water supply. BecauJe the water table at
this site is less than ten feet, the following standards apply:
. The base ofthe swale shall include a constructed medium comprising a mixture of
sand, native soil, loam, and comp,ost. The fraction organic carb:on (foe) in the
constructed medium must be a minimum of 0.20 (Le., 40-50%) organic matter. If the
growing medium does not conform to this minimum foe requirement, then the
constructed medium would be placed in addition to the requi~ed growing medium.
. The thickness of the constructed'medium, including or in addition to the growing
medium, at the base of the swale,shall be at least 24 inches thitk.
Because storm water recharges the aquifer, SUB requests that wellhJd protection signs be
placed at the site temporarily during construction and permanently iIi the parking lot and at

the trash enclosure to alert contractors, subcontractors, employees, and others to the
importance of reporting and cleaning up any spills (sign standard attdched). Please contact
