Memorandum City of Springfield Subject: June 30, 2009 Steve Hopkins, Urban Planner Richard Perry, Civil Engineer-in- Training DRC2009-00023, Springfield Fire (Jasper/57th Station) Date: To: From: The Transportation Division has reviewed the materials provided with the subject application where the Springfield Fire Department is proposing to purchase property with a federal grant to construct a new fire station to serve the Jasper/Natron area. Bob Straub Parkway (BSP) is a major arterial that has limited access controlled by Lane County. Access from this site directly to BSP would not be allowed per current policy nor would it be optimal for this location, The local access proposed on S57th Street is preferable as the lower classification of roadway per SDC 4.2-120(B) which states that "Driveway access to local streets is generally encouraged in preference to access to streets of higher classification. Exception: Driveway access to arterial and collector streets may be permitted if. .. or where heavy use of local streets is inappropriate due to traffic impacts in residential areas." The physical attributes of the site, including site access, driveways, and local network access appear to be acceptable given the proposed design. To examine "heavy use of local streets" the ITE Trip Generation Manual, 8th Edition contains insufficient data on which to base a trip generation estimate, For the purposes of this application a comparable station was used to estimate the number of trips that would be generated by the proposed development in order to assess the impact on the surrounding transportation network. As the applicant's narrative has stated that Station 16 is similar in the conceptual design of the proposed station, the trip log for that facility was used as a model. Due to the proposed staffing at the new facility being less than that at the 68th Street (Station 16) location, the estimated trip count is conservative. The following data was derived from recorded call volume and staffing of the existing station: Ave. Engine Calls: Ave. Medic Calls: Staff: Ave. Total Outbound Trips: Ave. Total Trips/day: 3/day 8/day 5/day 16/day 32/day Based on the estimated number of total trips/day, existing transportation facilities are adequate to accommodate the 'additional volume of traffic generated by the proposed development. .
