Development Services Department,
To Whom it may concern, Andy Limbird, we recently received a letter from you concerning Proposal to
Annex 1.51 acres into the City of Springfield upon annexation, the area will be zoned Low Density
Residential district are regulated by SDC section 3.2-210, available in City hall or online

725 S. 57 th street in Springfield Map 18-02-04-11 Tax Lot(s) 4600 and includes portion of South 5Tth
Street right of way.
I am Providing a written Comment about this matter on 8-11-03 & 8-13-03 We contacted Bob Barnhart
Building Inspector of the City of Springfield as the owner of adjacent property Mr. Chanlin McCown Did
property damage to us on 5752 Ridge Court Springfield, Or 97478 & our next door neighbor at 5756 Ridge
Court Springfield, Or 97478 Denise Parry.
I came home and saw them using a Backhoe to remove the dirt from the Retaining Wall which was up to
City Specifications when we bought our homes. This made our property 5752 Ridge Court settle a
considerable amount We had to turn it into our Insurance Co. State Farm Ins. Co. two times and we had to
pay a deductible to fix the damage caused by Mr. McCown.
But when this happened on 8-13-03 the 2 nd time Bob Barnhart came to inspect he caught them bringing in
Truck Loads of fill dirt in without permits next door to us so Bob looked at both properties and he went
next door and told them to stop as they had no permits at all.
Bob BariIhart told myself Rebecca Bronson and Denise Parry that they the property owners Mr. McCown
would have to fix the Retaining Wall up to City Specifications IF they ever want to Build on that property .
This is a Major Concern for us as we would like the Retaining Wall fixed by Mr. McCown and especially if
they are building a Low Density Residential that will cause more traffic around our Retaining Wall The
other concern we have is this going to make our property Values of our Homes go down?
If so as a concerned Property Owner & Citizen I would rather see the property stay the way it is as there is a
Barn that has to be around 100 years old that they would have to remove and an owl that lives there to ?
What will that do to the equality of the land?
And if they remove the Barn what about all the rodents what a mess that would be what are they planning
on doing about that?
We ask the Public Hearing Notice Springfield City Council To Please take these matters into consideration
& to Please Help us to fix this Retaining Wall property up to City Specifications by Mr. McCown as he
damaged it in the first place. & Please notifY us of the decisions and Thank You for your time in this matter.
