Development Code (SDC) or the City's Engineering Design Manual. Compliance with these requirements does not constitute site

Interim Design StandardslWater Quality (EDSPM Chapter 3)

Addendum A
Site Review Modification Narrative
This narrative description is for a site review modification application that effects 5 lots
in the J.P. Hammer Industrial Subdivision in Springfield, Oregon. The requested
modification is to a previously approved site review application for the operation of Lane
Forest Products on lot 14 of the subdivision.

Existing Approved Use
Lot 14 was approved for the operation of a processing, sales, loading, and unloading of
garden products. The use includes processing recyclable materials for re-use by
consumers. This includes the recycling of yard waste, tree products, and concrete and
rock products.
Requested Modification
The applicant is requesting that certain other lots within the JP Hammer Industrial
Subdivision be approved for storage of materials to be recycled and resold by Lane Forest
Products. The applicant is requesting that lots 2 and lObe approved for storing product.
The applicant is further requesting approval to spread crushed rock material over the
entire areas of lots 7 and 8. There is not a specific plan to spread the rock on these lots at
this time, but we are requesting approval should the need arise.
Lot2
As shown on the map, lot 2 is located adjacent to the Lane Forest Products operation and
will be the primary location for storage of materials due to the proximity. There is
currently a connection between the lots than can be utilized so the public roadway will
not be necessary for the transfer of material from this lot. Lot 2 was also covep;c! with . .

The existing driveway access to the lot will be utilized to deliver recyclable material for
storage. There is no new infrastructure proposed for this lot and the existing erosion
control measures will stay in place to keep any sediment from washing into the public
storm drainage system.
Lot 10
Lot 10 is the largest parcel in the lP Hammer Industrial Subdivision. As shown on the
map, this lot is located across Industrial Avenue from Lane Forest Products and has an
existing driveway at the southeast comer of the parcel. This would be the secondary
parcel used for storage of material, which would then be trucked to Lane Forest Products
for processing. There is currently not a specific plan to use this lot for storage and there
is no existing erosion control measures installed.
When it becomes desirable or necessary to use this lot for storage, a Land Drainage and
Alteration Permit will be obtained from the City of Springfield prior to use to insure
appropriate erosion control measures are installed.
Lots 7 & 8
Lots 7 & 8 are not intended to be used for storage of material. However, we are seeking
approval to have crushed rock spread on these lots if the need arises in the future. In the
event rock is placed, there will be no excavation on the site and it will be spread level on
the site.
Drinking Water Protection
All of the proposed lots are located within the drinking water protection overlay zone and
have time of travel between 2 and 10 years. We are asking for an exemption from the
drinking water protection process, as we are not proposing to store anything on the site
that is hazardous in nature. Since there are no hazardous materials to be stored on the
sites, no mitigation or containment is necessary.
