INFORMATION NOTICE TO PROPERTY OWNERS
ABOUT CONSTRUCTION RESPONSIBILITIES
Note: Oregon Law, ORS 701.055(4), requires residential construction permit
applicants who are not registered with the CDnstruction Contractors Board to
sign the fDllowing statement before the building permit can be issued. This state-
ment is required fDr residential building, electrical, mechanical, and plumbing
permits. Licensed Architect and Engineer applicants, exempt from registratiDn
under ORS 701.010(7), need nDt submit this statement. This statement will be
filed with the permit.
Fill in the applicable blanks, and initial bDxes 1 and 2, and either box 3A or. 3B:

ABOUT CONSTRUCTION RESPONSIBILITIES
NOTE: This Information Notice tD Property Owners About Construction Responsibilities
was developed by the ConstructiDn CDntractDrs BDard in accordance with ORS 701.055(5),
passed by the 1989 OregDn Legislature.
If you are acting as YDur own contractor tD construct a new home Dr make a substantial improvement to an
existing structure, YDU can prevent many problems by being aware Df the fDIIDwing respDnsibilities and areas
of concern.
EMPLOYER RESPONSIBILITIES:
If YDU hire persDns nDt registered with the ConstructiDn CDntractDrs Board to dD labor in constructing Dr assisting
in the constructiDn or improvement of a residential structure, you will, in mDst instances, be ruled tD be an
"employer" and the people YDU hire will be "empIDyees". As the employer, you must cDmply with the fDllowing:
OregDn's Withholding Tax Law: As an employer, you must withhold income taxes from emplDyee wages at
the time emplDyees are paid. YDU will be liable for the tax payments even if you dDn't actually withhDld the
tax frDm your emplDyees. FDr mDre informatiDn, call the OregDn Department of Revenue at 378-3390.
Unemployment Insurance Tax: As an employer, YDU are required tD pay a tax fDr unemplDyment insurance
purpDses Dn the wages of all employees, FDr mDre infDrmation, call the Oregon EmplDyment Division DHR
at 378-3224. -
WDrkers' CDmpensation Insurance: As an employer, YDU are subject tD the OregDn Workers' CDmpensatiDn
Law, and must Dbtain wor/(ers' compensation insurance fDr YDur emplDyees. If YDU fail to obtain workers'
compensation insurance, YDU may be subject to penalties and will be liable fDr all claim CDStS if Dne Df your
emplDyees is injured on the job. For more infDrmation, call the Workers' Compensation DivisiDn DIF at 373-7434.
U.S. Internal Revenue Service: As an employer, you must withhold federal income tax from employees' wages.
You will be liable fDr the tax payment even if you didn't actually withhold the tax. For mDre infDrmatiDn, call
the Internal Revenue Service at 221-3960.
07:-:ER RESPONSIBILITIES AND AREAS OF CONCERN:
Code Compliance: As the permit holder for this project, you are responsible fDr resolving any failure to meet
code ~requirements that may be brought tD YDur attentiDn through inspections.
Liability and Property Damage Insurance: CDntact YDur insurance agent tD see if YDU have adequate insurance
coverage fDr accidents and DmissiDns such as falling tDols, paint overspray, water damage from pipe punc-
tures, fire, or work that must be re-done.
Time to Supervise EmplDvees: Make sure you have sufficient time to'supervise YDur employees.
Expertise: Make sure YDU have the expertise tD act as YDur Dwn general cDntractor, to coordinate the work
of rough-in and fini;:;h trades, and to notify building Dfficials at the apprDpriate times so they can perfDrm
the required inspections.
