L1MBIRD Andrew From: Sent: To: Subject: L1MBIRD Andrew Thursday, December 30,20103:42 PM LIEBLER Michael FW: Floodplain Information - Lot 4 Michael: Please let me know your thoughts on the traffic study issue and I'll send a coordinated response back to Mr. Lewis. A Master Plan amendment could be done prior to or concurrently with the Site Plan Review. Depending on the timing of submittals, issuance of the Site Plan Review decision could be conditional upon completing the Master Plan amendment. I would think an updated phasing plan diagram and addendum describing the revised Phase 1 improvements would suffice. After the meeting Jeff asked me to evaluate the access drive location issue. If we pursue the access at the southwest corner of our site as our only initial access, you mentioned we would need to provide a supplemental traffic study, and also amend the master plan. There are a couple more questions which' would also appreciate your response to: What would the timeline .be for a master plan amendment? Could it occur concurrently with site review? Would the amendment need to be a revision to the entire original document, or could it be processed as a separate "addendum" document describing the revision only? Would we be required to include the supplemental traffic study with our site review application, or could this follow later? Thanks, Jim From: UMBIRD Andrew [mailto:alimbird@springfield-or.gov] Sent: Thursday, December 30, 2010 2:49 PM To: Jim Lewis Cc: MCEACHERN Clayton; GREENE Kyle Subject: Floodplain Information - Lot 4 Jim: Attached is the Floodplain Overlay decision issued for the Liberty Professional Center. According to the staff findings, the Base Flood Elevation for Lot 4 is between 429.0 - 429.4 feet. The base flood elevation information should be stated on the final plat sheet and a monument should be installed somewhere on the property. Two quick reminder items as the p'roject heads to Site Plan Review: 1 Date Received:_ap~/" Planner: AL j . . . . ~ 1. Stormwater infiltration facilities (eg. bioswales) will require additional dePTh of planting medium to address groundwater quality issues. For this site, 18-24" of planting medium will be required. 2. Floodproofing of public and private utilities installed to serve the development site will be required in accordance with Conditions 2 & 3 of the Floodplain Overlay permit. I apologize for not mentioning this during the meeting. Please let me know if you have any questions, and all the best as we head into 2011.
