A. PROJECT SUMMARY 1100 Shelley Street currently operates as a production facility for Turtle Mountain LLC, manufacturing frozen treats. The building and site were previously reviewed under Site Plan Review Journal Number 91-07-95, and very recently under Case Number DRC2010-00013. The proposed modifications to the site plan include construction of two food product storage silos, 22-feet high with a 10.5-foot diameter, a concrete foundation pad, and a small bump-out addition to the building to accommodate the ports accessing the storage silos. The area of this addition will be about 30 square feet. Site review is required on this relatively small project due to LDR (Low Density Residential) zoning adjacent and to the . . north of this LMI (Light to Medium Industrial) zoned property. Building Permits have been issued and work is underway for the construction of the truck dock, dock cover, trash enclosure and west storage enclosure shown on the site development plan. Other permitted work underway includes extension of the sound fencing and construction of entrance vestibules. B. APPROVAL CRITERIA Springfield Development Code 5. 17 - 125 Criteria A. The zoning is consistent with the Metro Plan diagram, and/or the applicable Refinement Plan diagram, Plan District map, and Conceptual Development Plan. The current zoning district for this site is Light Medium Industrial. The Eugene - Springfield Metropolitan Plan also designates the site as Light Medium Industrial. No change in use or is anticipated by the proposed modifications to the approved site plan. B. Capacity requirements of public and private facilities, including but not limited to, water and electricity; sanitary sewer and storm water management facilities; and streets and traffic safety controls shall not be exceeded and the public improvements shall be available to serve the site at the time of development, unless otherwise provided for by this Code and other applicable regulations. The Public Works Director or a utility provider shall determine capacity issues. Page 2 Major Modification of Site Review 1100 Shelley Street Stormwater: The area of impervious surface remains unchanged by this proposal. After reviewing the project to determine the Stormwater Management System Scope of Work, the City of Springfield Public Works representatives determined that a drainage study is not required. The notification of this decision is attached as Exhibit 3. Sanitary System: The amount of discharge into the sanitary system from the proposed improvements is anticipated to be well within the capacity of the existing system. No other additional discharge is proposed. Turtle Mountain expects these tanks to slightly reduce the sanitary system load. Because the proposed tanks are larger than the existing tanks, they require less washes after being emptied. Water, electrical, natural gas capacity: No changes are proposed that will significantly affect these utilities. The proposed changes do not affect street and traffic safety controls. C. The proposed development shall comply with all applicable public and private design and construction standards contained in this Code and other applicable regulations. The proposed structures or additions are permitted in the Light Medium Industrial Zone, and comply with setback and other zoning requirements, as shown on the Site Development Plan. A diagram on drawing sheet C2.0 graphically illustrates compliance with the height restrictions and solar setback requirements shown in Table 3.2-420, Base Zone Development Standards. The proposed silos do not emit smell, and are vented to the interior, and though the existing venting system in place for similar tanks located inside the building. The silos contain an agitator powered by a motor manufactured by SEW Eurodrive. The manufacturer's tested product information for the specified model (DT100L4) is 53 dB at 1 meter. The manufacturer calculated other sound levels as follows: 43.3 dB at 10 feet, and 37.3 dB at 20 feet. The surface of the closest proposed tank is about 27 feet from the property line. A previous noise study by Arthur Noxon, P.E. was conducted in May of 2010 as part of the most recent modification to site review for the truck well and other projects. Regarding ambient noise in the residential neighborhood, the report states: Date Received: DEe 1 0 2010 Original Submittal . . Page 3 Major Modification of Site Review 1100 Shelley Street "Ambient noise was measured during rush hour at 4:15 pm at the corner of Beverly and Lochaven, well away from plant noise. It registered between 61 and 62 dB, A in the street. At 9:45 at night, again on a weekday, the ambient noise registered at 53 dB, A". At the property line, the sound level that is generated by the silo agitator would be significantly less than the ambient sound level, even at the quietest time of dQ. . The landscaped buffers and islands shown on the plans are unchanged. Landscaping is located at the north property line, west of the building between 1100 and 1130 Shelley Street and south of the building serving as a buffer between the parking and the private portion of Shelley Street. Trees grow along the north property line, providing a visual buffer from the residentially zoned area. The improvements to the building are designed to comply with the 2010 Oregon Structural Specialty Code, and the 2010 Oregon Fire Code. D. Parking areas and ingress-egress points have been designed to: facilitate vehicular traffic, bicycle and pedestrian safety to avoid congestion; provide connectivity within the development area and to adjacent residential areas, transit stops, neighborhood activity centers, and commercial, industrial and public areas; minimize driveways on arterial and collector streets as specified in this Code or other applicable regulations and comply with the ODOT access management standards for State highways. The vehicle and bicycle parking plan approved during the recent site review is unchanged. Transit stops are not located near the property. They are either to the north near Gateway and Harlow Roads, or to the east near Pioneer Parkway and Q Street. The traffic flow routes and the quantity of traffic entering or leaving the site are not affected by the proposed changes. The tanks hold pasteurized mix, so all the contents will come from internal batches. The site does not access an ODOT facility. Date Received: DEe 1 0 2010 Original Submittal . Additionally, a minimum of 50% of the NBR impervious surface shall be treated by vegetated methods. . o 0 Where required, vegetative stormwater design shall be consistent with interim design standards (EDSPM Section 3.02), set forth by the Bureau ofEnvirorunental Services (BES) or Clean Water Services (CWS). o 0 For new NBR impervious area less than 15,000 square feet, a simplified design approach may be followed as specified by the BES for vegetative treatment. o 0 If a stormwater treatment swale is proposed, submit calculations/specifications for sizing, velocity, flow, side slopes, bottom slope, and seed mix consistent with either BES or CWS requirements. o 0 Water Quality calculations as required in Section 3.03.1 oftheEDSPM o 0 All building rooftop mounted equipment, or other fluid containing equipment located outside ~fthe building, shall be provided with secondary contaimnent or weather resistant enclosure. General Study Requirements (EDSPM Seetion 4.03) o 0 Drainage study prepared by a Professional Civil Engineer licensed in the state of Oregon. o 0 A complete drainage study, as required in EDSPM Section 4.03.1, including a hydrological study map. o 0 Calculations showing system capacity for a 2-year storm event and overflow effects of a 25-year storm event. o 0 The time of concentration (Tc) shall be determined using a 10 minute start time for developed'basins. Review of Downstream System (EDSPM Section 4.03.4.C) o 0 A downstream drainage analysis as described in EDSPM Section 4.03.4.C. On-site drainage shall be governed by the Oregon Plumbing Specialty Code (OPSC). o 0 Elevations of the HGL and flow lines for both city and private systems where applicable. Design of Storm Systems (EDSPM Section 4.04) o 0 Flow lines, slopes, rim elevations, pipe type and sizes clearly indicated on the plan set. o 0 Minimum pipe cover shall be 18 inches for reinforced pipe and 36 inches for plain concrete and plastic pipe mate~ials, or proper engineering calculations shall be provided when less. The cover shall be sufficient to support an 80,000 lb load without failure of the pipe structure. D 0 Manning's "n" values for pipes shall be consistent with Table 4-1 of the EDSP. All storm pipes shall be designed to achieve a minimum velocity of three (3) feet per second at 0.5 pipe full based on Table 4-1 as well. The last project there was replacing impervious area with impervious area and we received an email saying that the Scoping Sheet was not needed. This project is similar with much less area being affected. The Site plan that is attached shows the location of the project at the northwest corner of the building.
