For a residential dwelling that is outside the City limits and on a marginal County "lane", I would suspect this
proposal would not be supported by staff or the Development Code. If Philip provides the address, I can provide
the Code reference that would be used as a basis for refusal and let Peace Health decide on a course of action.

Sorry for the brain lock today, but this dam cold has me a bit light headed. What I wanted to run by you is this
(and please keep this confidential):
We are diligently working on raising funds through philanthropy and from sale of the existing midwifery building to
underwrite the cost of building a new birth center in Springfield. We are getting close on both counts, but
understand that if we were to sell the existing building, it will be some months (coincidentally a roughly 9 month
gestation/construction period) to build the new one. Therefore, we'd likely have to suspend deliveries outside of
the hospital for some period assuming we'd have to vacate the old building while the new one is under
construction.
The question the midwives have posed to me is: can they have deliveries and operate the midwifery on an
interim basis somewhere else, preferably in one of our existing dwellings at RiverBend?
I think I know the answer and will give you my take below, but I'd like your response as well.
The birth center is a use that certainly isn't contemplated in anyone's code, and has been allowed in Eugene
under a CUP secured for clinical uses in the historic home that we subsequently started birth center operations
some 15 years ago. In Springfield, we understand - and have SPR approval on this basis - that such a non-
residential ("professional office") use can be allowed in a residential zone if standards are met as established in
code, i.e.:
. the lot is adjacent to a commercially zoned property,
. more than half the square footage of the building has to be within 100' of a commercially zoned property,
. it has to be on a collector or arterial street (if the use exceeds 2,000 gSf),
. no parking in the front yard setback and it has to be screened, and
. 25% of the parcel has to be landscaped.
We have a house that we lease out along Baldy View Lane, that might meet some of these criteria - the former
"Crame~' house on the east side of Baldy View. It may be across the street from some of the RB property zoned
Medical Services (which has an underlying Commercial plan designation), but the property is currently not
annexed into the City. Baldy View may (MAY) be deemed a collector street, but I'm not sure.
Any chance that we could consider temporary use of that home as a birth center?
