Memorandum City of Springfield Date: To: From: Subject: August 1, 2008 Andy Limbird Judith Johnduff, Senior Transportation Planner DRC2008-00042 PeaceHealth Nurse Midwifery Birth Center 353 Deadmond Ferry Road The Transportation Division has reviewed the materials provided with the subject application. The recommended findings and conditions outlined below are provided for your use in preparing the land-use decision. General ) Finding: Approval of this proposal would allow construction ofa 4,057.2 square-foot Midwifery Birth Center on a 1.07-acre site on Deadmond Ferry Road (Map 17-03-15-40, Tax Lot 2200). Transportation Svstem Impacts' Finding: Deadmond Ferry Road abutting the development site is a 48-foot wide, two-lane j collector street within a 68-foot wide right of way. The street is improved with asphalt paving, curb/gutter, on-street bicycle lanes, sidewalks and street lighting, which supports multi-modal travel. Traffic volume on Deadmond Ferry Road is approximately 2,700 vehicles per day. Finding: Based on ITE Land Use Code 610 the total trip generation from this development upon completion ofthe proposed development wo'uld be as follows: . Average Weekday = 71.28 trips . PM Peak Hour = 4.78 trips / In addition, the assumed development may generate pedestrian and bicycle trips. According to the "Household" survey done by LCOG in 1994, 12.6 percent of household trips are made by bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety of land uses, including this use. Pedestrian and bicycle trips create the need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes. j Finding: Existing transportation facilities would be adequat~ to accommodate additional trips that would be generated by the proposed development. Site Access and Circulation indin : Installation of driveways on a street increases the number of traffic conflict points. The greater number of conflict points increases the probability of traffic crashes. SDC 4.2-120 permits each parcel to have one driveway access. Date Heceived: Planner: AL 8/t /)d(Ji l' , c. " . . Page 2 of 2 Finding: The existing parcel currently has two driveway approaches on Deadmond Ferry Road. JThe site plan calls for the existing easterly driveway approach to be relocated, widened to 24' with two 6' wings, and to be constructed in accordance with City of Springfield Standard Construction Specifications. ' jRecommended Condition: Provide and maintain adequate vision clearance triangles at the corners of all site driveways per sec 4.2-130. . , jkecommended Condition: A maximum of one driveway will be permitted to serve this parcel. The final site plan shall show and include a note indicating that the existing westerly driveway approach shall be removed and replaced with curb, gutter, sidewalk, and parkway per City of Springfield Standards. j Findina: Existing facilities, with the addition of the above conditions, are adequate to meet the site access, driveway and vision clearance requirements of SDC 4.2-120 and 4.2-130.
