On February 12, 2010, a building permit application (C0M2010-00203) was submitted for a model home on Lot 14 of Westwind Estates. Before that permit can be issued, there are several outstanding issues that must be resolved. 00 Public Works 1. As part of the land use agreement, Hayden Homes had 30 days from filing of the plat (which occurred on Dec 23, 2009) to provide a bond or financial security for the future improvements on 48th St ($175,000). 2. The PIP is not complete, such as the certi.f:ication of the storm water and sewer systems and final lift of the asphalt. . 3. For construction of the PIP to be restarted we need to have a contractor on file for the PIP work, with a hold harmless agreement and insurance certificates for the contractor. 4. We do not currently have any deposit money for administering a PIP for this project from Hayden Homes. We do still have approximately $40,000 on deposit from Liberty Bank, but cannot use this money for PIP work unless we are provided with proof that Liberty included this amount as part of the sale or authorized its use by Hayden Homes for the purpose of the PIP. Planning 1. Cluster dwelling design standards 2. Hillside development manual On Feb 24, Deyette Kelly sent an email to Jeff True concerning the cluster design standards. All homes in Westwind must meet the cluster design standards contained in SDC 3.2-230(G). Refer to plat note #12. The submitted plans do not comply with these standards. The building permit review process is longer for homes in cluster developments than typical subdivisions because the city must determine compliance with the cluster dwelling design standards for each permit. It can take two to three times longer to review a building permit in a cluster development because the permit will go through several review cycles (submit, review, revise) before it is approved. If Hayden has several specific house plans they intend to build in Westwind, we can provide a preliminary review to determine compliance with the cluster design standards. There is no charge for this and will shorten the review time for each permit. The other option is to go through the entire review process for each building permit. Date Received: Planner: SH S'-\I-tO
