The Transportation Division has reviewed the materials provided with the subject
application. The required findings and conditions outlined below are provided for your
implementation into the land use decision.
Please provide a copy of the draft Decision for my review prior to issuing the final
decision and also, a copy of the final site plan upon your receipt of it.

SITE ACCESS AND DRIVEWAYS
Finding: Section 4.2-120 (C) of the Springfield Development Code requires that
"Driveways shall be designed to allow safe and efficient vehicular ingress and egress as
specified in Tables 4.2-2 through 4.2-5 and the City's Engineering Design Standards and
Procedures Manual and the Public Works Standard Construction Specifications."

Finding: The applicant has proposed a new driveway location that does not comply with
SDC 4.2-120 (C). A minimum driveway width of24 feet is required and is not
maintained into the parking areas. This does not "allow for safe and efficient vehicular
ingress and egress" with the current design.
Condition: Prior to approval of the Final Plat, the access must be designed to allow for
I safe ingress and egress with a minimum width of24 feet. --NOTE: The 24 foot
clearance is an exclusive use for vehicle ingress and egress and must not encroach upon
walkways or building approaches, etc.

Finding: Section 5.02.1 of the City's Engineering Design Standards and Procedures
j Manual (EDSPM) regarding illumination requires that street lights be high pressure
sodium or metal halide lamps.
/ Finding: The current design standard with regard to illumination along the frontage of the
proposed property requires metal halide lamps.
j' Finding: The proposed site plan does not indicate the type oflights that are presently in
operation on the frontage of the proposed property.
Condition: Prior to approval of the Final Plat, the applicant shall show the type of lights
) in operation at the frontage of the proposed development and upgrade these lights, if
necessary, to comply with the metal halide standard of Section 5.02.1 of the City's
EDSPM.

VEmCLE PARKING. LOADING AND BICYCLE PARKING STANDARDS
/ Finding: Section 4.6-120 (C) of the Springfield Development Code requires that all
- parking stalls fronting a sidewalk, alley, street, landscape area or structure shall be
provided with a secured wheel bumper or linear curb.
!:inding: The applicant has propos~d construction of parking stalls that do not have wheel
bumpers or curbs that are abutting a structure.
.j Condition: Prior to appro~al of the Final Plat, the applicant shall provide wheel bumpers
to all parking stalls that comply with SDC 4.6-120 (C).

j. Finding: Section 4.6-120 (F) ofthe Springfield Development Code requires that parking
areas shall be designed to connect with parking areas on abutting sites within the same
zoning district to eliminate the use of the street for cross movements.
j Finding: There is an existing shared driveway and the applicant has proposed
construction of site access that does not optimize access points to minimize use of the
street for cross movements and is in violation of SDC 4.6-120 (F).
I Condition: Prior to approval of the Final Plat, the applicant shall demonstrate that the
V access complies with section 4.6-120 (F) of the Springfield Development Code.
COMPLIANCE WITH OTHER REGULATIONS AND PERMITING
Finding: Section 2.1-115(B) states, in part, that "all uses and development shall comply
with all other applicable City, regional, State, and Federal Regulations." This
) requirement applies to the Americans with Disabilities Act of 1990 (ADA) and requires
that all development meet minimum ADA Standards.
Finding: Section 4.3.2 ofthe "ADA Accessibility Guidelines for Buildings and Facilities
) (ADAAG)" states that, "At least one accessible route within the boundary of the site shall
be provided from public transportation stops, accessible parking, and accessible
passenger loading zones, and public streets or sidewalks to the accessible building
entrance they serve."

Finding: Section 4.3.3 of the "ADA Accessibility Guidelines for Buildings and Facilities
(ADAAG)" states that, "The minimum clear width of an accessible route shall be 36 in.
except at doors."

Finding: The applicant has proposed access circulation that encroaches onto the
pedestrian pathway that results in a narrowing of the accessible path dimension. In
addition, the pedestrian pathway does not have a dimension for width on the proposed
site plan.

Finding: The applicant has not shown a building access point on the site plan to be

designated as an "accessible building entrance."

Condition: Prior to approval of the Final Plat, the applicant shall have a design that is in
compliance with all applicable ADA Standards and the following specific criteria shall be
shown on the Final Site Plan:
. 36in clear width on the accessible pedestrian path without any
encroachments.
. Minimum clear width with respect to doorways and approaches specific to
the type of doorway proposed. See "Figure 25: Maneuvering Clearances
at Doors" ofthe ADA.
J Finding: Section 2.1-120 (A.2) states "Driveway access to designated State Highways is
subject to the provisions of this Section in addition"to the requirements of the Oregon
Department of Transportation (ODOT) Highway Division. Where City and ODOT
regulations conflict, the more restrictive regulations shall apply.
j Finding: The subject property is fronted by an Oregon Highway and as such, access
management along the property frontage is controlled by the Oregon Department of
Transportation (ODOT). Modifications to the access points at this location, requires
permit approval from ODOT.

Condition: Prior to approval of the Final Plat, the applicant shall demonstrate an
approved ODOT permit allowing for the relocation and reconfiguration of the access
points.
