After reviewing the submitted draft of the final site plan for the Chan Development, I have the following comments
(Note there is slight alteration from our discussion after I further reviewed the ADA requirements.):
Condition 8: Check the lights on site. I believe they are presently already up to code, as the SUB records I have show
them as metal-halide, which, if valid, would mean this condition is met.
Condition 19: Complete.
Condition 21: Incomplete. SDC 4.6 -120.F says "Parking areas shall be designed to connect with parking areas on
abutting sites within the same zoning district to eliminate the use of the street for cross movements." This is not
referring to your entrance, but rather providing connection to the parking lots of abutting sites that have the same
zoning.
Condition 28: Incomplete: ADAAG requires in Section 4.3.3 "At least one accessible route shall connect accessible
building or facility entrances with all accessible spaces and elements and with all accessible dwelling units within the
building or facility." (See http://www.access-board.gov/adaag/html/adaag.htm#4.3)
Condition 29: Incomplete. (The pedestrian path cannot overlap with opening doorways.)
Condition 30: Complete.
Condition 31: Partially Complete. As depicted, a pedestrian walking from the east side ofthe building to the public
sidewalk would have to step out from behind the building blindly into the path of incoming vehicles. This would be
addressed when Condition 28 is met.
Finally, please note that there is not room in the provided drive isles for two vehicles to simultaneously round the
corners of the buildings. At the presubmittal meeting I had requested that truck turning templates be provided to show
the circulation maneuvers for SU vehicles. Using a program called AutoTurn, I took the time to run turning templates for
just passenger cars around the corners of the building, and there was several feet of overlap in the paths. If this was
submitted as the Final Site plan, I would have to recommend denial of the application based upon this unsafe
configuration.
