In attendance was Wade Stevens, David Knitowski, Dennis Santos, Ramona Cline, Lynn Detering and Jeff Lange. Currently tax lots 7401 & 5900 are owned by a single owner. A lease with option to purchase document for TL 5900 was provided to ODOT. Mr. Stevens referenced he had development conversations with the City of Springfield in January 2009 and the City told him that they had jurisdiction of Main Street. He said he did not learn that ODOT had jurisdiction on access until the site plan had already been completed. In looking at documents in the ODOT application record after the meeting I found that the applicant submitted his pre-submittal with the City on 04/03/09 and the formal site plan review submittal with the City was on 04/23/09. Liz Miller was a primary contact with the City. ODOT conveyed that a single joint approach was desirable and that multiple approaches to a property are difficult to approve. There are three existing approaches to the applicants tax lots and he proposes to retain two accesses. Very little elevation drop to the storm system connection is an issue for the proposed 11,000 sq ft building site. The site is being raised 8" to meet minimum storm water requirements. Bio-swales are placed at the front two corners of TL 7401. The applicant said the parking shown on the site plan meets the minimum City requirement. The RAME requested that the applicant provide ODOT with documentation that the Bio-swales are being required by the City at the location and size shown on the plans. Once additional information is provided, the RAME will be able to decide if the proposed two approaches are approvable. If so, the applicant will have to submit an access application for the second approach not yet applied for that serves TL 5900. Please let me know if you identify any errors in my notes.
