Re: Site plan review, Kit & Karen Chan. Case # DRC2009-000 17.
Dear Andy:
We received the staff report from the latest submittal and I must say that I am astounded that a number
of items that were discussed and, in my opinion, resolved at our last informal meeting still appear as
conditions of approval. Other items appear that were not on the original staff report nor discussed at
our meeting.
In order to complete this process, the following items reference your letter of July 7, 2009 and are
noted here and on the plans:
I. A 7' public utility easement on the north property. line shall be executed.

2. A note has been added to the site plan (Sheet CE 2) stating all utilities to the site shall be
underground.
3. Solid waste storage area added to west side of site plan (Sheet CE 2). Hydraulically
attached to on site sanitary sewer (Sheet CE 4)
4. This item is noted. Public works will inspect the vegetated swale to assure conformity and
proper operation.
s. As an interim measure we would recommend bio-bags around the swale outfall to contain
eroded material until the bio-swale is fully established and functional.
6. Notes for scaritying and rototilling have been added to the grading plan (Sheet CE3) and
the landscape plan (Sheet LS I)

7. The site grading plan was adjusted prior to the last submittal as agreed upon at our meeting
of May 13, 2009. The last submittal reflected the discussions of that meeting but it appears
that this review was not completed using the revised drawings. The site was lowered by
12" in order to eliminate the requirement for engineering of the curb around the site. I
spoke with Robert Castile after receiving the conditions of approval. He agreed that no
engineering will be required for the curb if tire stops are added and the last parking spot at
each side of the site are converted to motorcycle parking. This has been added to the site
plan.
8. This appears to be a Dolan vs. Tigard issue since the proposed improvements will have no

effect on the flow of traffic on Main Street beyond what was experienced in the past. We
are replacing what was an existing business with another business thus the resulting impact
on Main Street will be minimal.
9. A typical cross section has been added to the final plan. The cross section complies with
City of Springfield standard street section thus is adequate for 80,000 lb. imposed loads.
10. The fence and gate at the front side of the site was eliminated prior to the last submittal of
plans. It appears that this review was done with outdated plans.
II. The 2 hour fire wall was originally shown at the center of the building due to lack or fire
flows at the adjacent fire hydrant. Two hour fire wall is specified on the plan.
12. Existing fire hydrants have a minimum of 3' clearance. There will be no change due to this
project
'3. II was determined by the City Surveyor that the blanket easement can be reduced to a 14'
easement by executing a new easement document without having to obtain a release of the
existing easement. This document was submitted to the City Surveyor for signatures in
May 2009. The document will be recorded as soon as it is returned to Geomax, or the City
can record.

15. Documentation will be submitted for review at such time as lessee's request space.
16. Backflow prevention devices and drip irrigation system are shown on the landscape plan
(Sheet LS I)
17. A 4' chain link fence is proposed to be placed atop a 24" concrete curb at the east, west and
south sides of the site. The south fence shall be slatted as a visual block. Fence is noted on
the site plan (Sheet CE2).
18. Photogrametric diagram for site lighting attached.
19. Wheel bumpers shown and noted on site plan (Sheet CE2).
20. The parking spaces at the south end of the site have been converted to motorcycle spaces,
however, standard 900 parking requires a 19' parking depth and 24' driveway. This project
has 20' parking depth and 30' driveway which will accommodate most vehicles. These
spaces could also be marked compact only.
2] . Access via the site driveway will be controlled with signage to assure entrance right-of-way
and cross-movement. Signage is shown on striping plan.
22. Commercial loading and unloading will be limited to box type trucks in spaces provided.

23. Indoor long term bicycle parking spaces have been added to each commercial unit (Sheet
CE2).
24. Revised front building facade is attached Signage will be by lessee under separate
application when spaces are rented. Only address will be installed by owner.
25. Copy of revised lease attached.
26. Lease agreement prohibits hazardous materials on site.
27. The monitor wells on the site have been sealed and abandoned.
28. The sidewalk at the north side of the building has been eliminated since pedestrian access
will be directly to street from either side of the building
29. A three foot pedestrian access, free of encumbrances is shown on the Site Plan at each side
of the building. 36" entrance doors are shown on the building plan.
30. Two 36" pedestrian accesses are provided as shown on provided sketch. The crosswalk at
the north end of the building will be eliminated for safety concerns.
3 I. Approach driveway has been modified to allow unobstructed 24' width. A striping plan is
attached. Stop signs have been added to allow access from the street entry right-of-way.

33. ODOT access has been applied for. Copy of application has been submitted to the City.
34. Site triangle is shown on the site striping plan. Since Main Street is a one way street the
site triangle is shown only on the east side of the driveway entrance.
35. Noted. The owner shall be made aware of this requirement.
If any conditions are not satisfied please contact us immediately for correction. We would like to
complete this process as quickly as possible.
