Proiect Narrative
Original Submittal
The purpose of this project is to construct a paved employee parking lot for the existing
insurance office that occupies this lot. The proposed parking lot is to allow the employees a
place to park on site, rather than on the streets. The proposal does not change the building, the
usage of the property or create any changes to the existing lot. The only site change would be the
addition of new impervious parking area for the employees of the insurance agency. The main
reason for wanting to construct the new parking area is to provide a safer place for the employees
to park. There have been safety issues with the current employees parking on the street. The
business currently has 6 employees, and has no plans for more. There are no current plans for
future expansion of the existing building or parking lot. With no changes to the structure or
plans of expansion no new traffic is expected to be generated by this proposal. The existing
building has lights that currently light up the existing parking and the area where the new parking
lot is proposed. No new lights are proposed with this project.
The lot area is 14,377 square feet., The existing office building (2,870 Sq.Ft.), existing sidewalk
and parking lot (3,000 Sq.Ft.) and an existing alleyway (785 Sq.Ft.) cover 6,655 square feet of
the lot currently. This gives a current lot impervious coverage of 46.3% of the total lot. The new
site coverage after the addition of the parking lot and a covered garbage/bike parking area would
be 9,315 square feet. This would give a new lot impervious coverage of 64.8% of the total lot.
The size of the current building gives us 9 required parking stall at 1 stall per 300 square feet. As
shown on the existing condition plans there are currently 6 painted stall and room for at least 2
more employee stalls at the north end of the building, the office has also used on street parking
for employees. The new parking lot will not change the existing 6 painted parking stalls used for
clients, but will add 7 new parking stalls in the rear for the office staff. The area proposed
parking lot area is border by a 6-foot wooden fence between the proposed parking lot and the
neighboring parcels, and the existing alleyway. The new parking lot will use the existing parking
lot entrance on to Market Street, no new entrances, removal of entrances or alteration of any
entrances are proposed with this project.
The new parking lot will be graded in such a way as to sheet flow to the north, where the flows
will enter a treatment swale. The proposed covered area for garbage and bike parking will also
be directed into the swale. This swale will be connected to the existing parking lot storm line
currently servicing the site. The swale has been size to meet or exceed the design requirements
set in the current City of Portland Stormwater Management Manual.. There are no other new
utilities being installed other than the required stormwater improvements for the parking lot
expansion..
We do not expect any increase in vehicular traffic. There is no increase in size of the building or
usage that would indicate that the traffic would be altered. The proposed new parking facility is
being proposed to allow all the current employees the opportunity to park safely off the street.
This site is a professional office in a residential district so it is required to meet Springfield
Development Code section 4.07-190 which requires:
A. Professional offices in residential districts are permitted when:

1, The lotslparcels are adjacent to CC or MRC Districts; and
2. The majority of the square fottage of the structure on the lot/parcel is not more
than 100-feet from CC or MRC Districts, Where public-right-of-way separates
the residential district from the commercial district, the right-of-way width is not
counted in the measurement.
The parcels to the East of the site, across Market Street is zoned CC. This site is
separated from the zoning by the Market Street right-of-way. Since the right-of-way
does not count in the required 100- foot distance the whole office building falls within
the required 100-feet from the CC zoning. This has been met. '
B. A professional office exceeding 2,000 square feet of gross floor area shall abut an
arterial or collector street:
The site is over 2,000 square feet, but it abuts Centennial Street so this requirement is
met.
C. No parking shall be permitted within the front yard setback. Required parking shall
be screened from the public view:
There is no current or proposed parking in the front yard setback. The new proposed
parking will be behind the building and fenced on all sides except the entrance to the
new employee lot. We believe this is met.
D. For structures on the Springfield Historic Inventory, any external modification shall
be fully compatible with the original design:
This site is not on the Historic Inventory so this is not applicable.
E. Professional offices permitted are limited to: accountants, architects, attorneys,
computer programmers, designers, engineers, insurance agencies, investment
counselors, licensed real estate agents, medical and dental practitioners, counselors,
planners, and studios for artists, interior decorators and photographers, and similar
general office uses engaged in support services to their businesses and/or their parent
companies:
The site is an insurance agency, this criteria is met.
F. A minimum of25% of the lot/parcel shall be landscaped:
Per the prior calculations and the current site plan 35.2% of the site will be
landscaped.
