Notice of Decision -Final Site Plan Equivalent Map Case Number: DRC2009-00009 Project Location: 3500 E 17th Ave, Eugene OR 97405 City of Springfield Staff: Steve Hopkins, Planner Owner: Lane Transit District Representative: John Stapleton, Pivot Architecture Request: Type I review for a final site plan equivalent map and minor modification Application Submitted: March 6, 2009 Decision Issued: April 15, 2009 Approval Criteria: SDC 5.17-135 Final Site Plan/Final Site Plan Equivalent Map and SDC 5.17- 145. Findings This is a final site plan equivalent map and a minor modification. It is processed as a Type I application. Type I decisions are made by the Director without public notice and without a public hearing. Type I procedure is used when there are clear and objective approval criteria, and/ or City standards that do not require the use of discretion. Springfield does not have an approved site plan for the LTD site because it was developed in 1988 when the site was within the jurisdiction of the City of Eugene. Jurisdiction for the Glenwood area was transferred to Springfield in 1999. In accordance with SDC 5.17-145, a final site plan equivalent map is required prior to a site plan modification. This proposal incorporates both applications. The applicant is proposing expansions to the fleet maintenance building and the wash building that total approximately 4500 sf. Three maintenance bays and the wash area are being extended by 20-22 feet to accommodate articulated busses. The total area of building expansion is 2700 SF- 450 SF Wash Building expansion 1500 SF Fleet Building -east side bay extension 750 SF Fleet Building -north side bay expansion There is no new impervious surface and no changes to the parking or landscape plans. There is no change to the perimeter of the site and not change to the access points. Plan Sheet Cl.D notes there are existing underground waste oil tanks to be removed. Comments from the Springfield Fire Marshal's Office indicate that a permit will be required for review and approval prior to removal of the tanks [2007 Springfield Fire Code 105.7.6 (3)]. Contact Gilbert Gordon at 726-2293 for more details on that permit. The public works department has reviewed the application and finds the proposed changes are . in compliance with the existing Engineering Design Standards and Practices Manual, if the following items are included on the site plan: LTD Case Na. Show the storm drain catch basins and lines for the entire facility, and any storm water quality BMPs that may be in place. · Show the sanitary sewer connections for the entire facility, including all floor drains and any pretreatment devices that may be installed. The wash facility needs to be drained to the sanitary sewer or be permitted through DEQ if the facility drains to a storm water system. Conclusion: Based on the evidence in the record, the proposal complies with SDC 5.17-135 (Final Site Plan Equivalent Map) and SDC 5.17-145 (Modifications). necision The proposed modification is approved, subject to the conditions of approval. This approval shall become nUn and void if construction has not begun within two years of the date of this approval. Conditions of Approval 1. Prior to or concurrent with a building permit application, submit a revised site plan that contains the following items: . The approved changes to the maintenance and wash buildings. . Show the storm drain catch basins and lines for the entire facility, and any storm water quality BMPs that may be in place. . Show the sanitary sewer connections for the entire facility, including all floor drains and any pretreatment devices that may be installed. . Include the propane tank located near the wash building. 2. An approved permit from the Fire Marshal's office is required prior to removal of the underground tanks. SECURITY AND ASSURANCES. All required improvements shall be installed prior to the issuance of a certificate of occupancy or final building inspection. Refer to SDC 5.17-150 for details regarding bonding for required improvements.
