WRITTEN STATEMENT ADDRESSING APPROVAL CRITERIA
FOR A 2 PARCEL PARTITION
FOR
KEN OLSON
JOURNAL NO. SUB 2007-00049
LOCATED AT 1473 5th STREET, SPRINGFIELD, OREGON
December 22, 2008
This written statement is intended to address the conditions of tentative plat approval and discuss
how each has been satisfied in the Final Subdivision Application. The subdivision was given
conditional approval under case no. SUB2006-00049. The conditions of approval and our
response to each are as follows: '
1) Prior to approval of the final plat. The driveway shall be paved 12'widefrom the curb to
Parcel 2. If the panhandle is retained, the driveway shall be paved to the pan portion of
. Parcel 2.
A paved driveway, 12' in width has been installed from the cUrb to thewest boundary of
Parcel 2.
2) The proposed private vegetated swale shall be fully vegetated with all vegetation species
established prior to approval of the Final Plat. If this condition cannot be met, the
applicant shall provide and maintain additional interim erosion control/water quality
measures acceptable to the Public Works Department that will suffice until such time as
the filter strip vegetation becomes fully established.
The applicant has installed a vegetated strip in conjunction with the above referenced
driveway. An inspection of the improvements by the City of Springfield will determine if
the vegetation has become sufficiently established to meet this conditional approval
criteria.
3) Prior to approval of the final plat, submit the vacation document attached to LRP2007-
00025 for signature by the Director. The signed document will be recorded concurrently
with the final plat.
The vacation document attached to LRP 2007-00025 has been completed and is
submitted with application for signature by the Director and recording concurrently with
the final plat.
4) Prior to approval of the Final Plat, the overhead utilities to the existing dwelling shall be
placed underground.
In compliance with this approval criteria, the overhead utility lines serving the existing
residence have been placed underground.

5) Prior to approval of the Final Plat, all necessary utilities shall be constructed and
extended to each parcel.

6) Prior to approval of the Final Plat, the approved address as assigned by the Building
Official shall be clearly identified with permanent signage and placed in a position that
is plainly visible from 5th Street. The signage shall be in accordance with the Springfield
Fire Code 505.1: Premises Identification
Approved address signage, in compliance with Springfield Fire Code 505.1: Premises
Identification has been placed on the existing structure located on Parcell, Parcel 2 is
currently vacant. Address signage in compliance with Springfield Fire Code 505,1 will be
placed at the time of the installation of a structure on Parcel 2.
7) Prior to approval of the Final Plat the existing dwelling must be readdressed.
The applicant has contacted the city official to request a new address for the existing
structure.
8) Prior to approval of the Final Plat, "No Parking-Fire Lane" signs shall be posted on the
driveway, in accordance with SFC 5003,3 and SFC Appendix DI03.6
The required "No Parking- Fire Lane" signage has been posted along the access driveway
serving Parcel 2. '
9) If an irrevocable access easement is used for Parcel 2, it shall be executed and recorded
prior to final plat approval.
. The applicant is proposing to create a private access easement across Parcell to provide
Parcel 2 with access to the public street. A copy of the easement docUment has been
submitted with this application for the review and approval by the Director prior to being
recorded concurrently with the final plat.
