Pave driveway prior to plat. Alternative paving is an option. Two driving strips with grass or
compacted rock in middle, etc. Must be 14' from edge to edge.
SDC 4.2-120 requires lots to have access to a road. The access is comprised of the right to access
(easement) and the ability to access (pavement).
Meter and waterline must be installed prior to plat, but city won't require they be connected.
However, SUB might require that.
