Carolyn Wells returned to discuss her proposal for window replacement (14 windows)
and porch changes. She reported that she had investigated repair, wood replacement, and
vinyl replacement. She found that repair and wood replacement are both very expensive
options and require more on-going upkeep.' She saidthat, for instance, a wood
replacement would be $750 per opening, not counting installation. Vinyl would be
$4,300 for the entire job, and she can get $30 per window as a rebate which totals
approximately $1,500.
Ms. Wells stated that she would only replace the windows and not change the opening
size, trim, or stops. She would like to use 3 over 3 windows throughout the house. She
has not submitted an application for the window replacement yet, but that she would be
requesting approval to replace all windows with the exception of the slider at the back of
the house.
Commissioner Tuttle said that he does not favor gridded windows since the current
windows are not gridded. Commissioner Gill concurred that gridded windows do not
seem right for this house. Ms. Wells said that the oldest windows on the house are
gridded. Commissioner Tuttle said that it more appropriate to meet the current style of
the house and not just replicate older windows.
Commissioner Corbin reviewed the points of discussion included in Staff Jones' memo
on window replacement (district ranking, design, installation, replacement, integrity,
context, relative cost). Principle areas of Commission discussion included that currently,
the windows on the front of the house are not operable and do not have grids. The
Commission discussed whether the newer part of the house (front) should have the same
window treatments as the rear, older portion of the house. Commissioner Gill said that if
the addition to the house was made.in the 1960's, it is considered historic now in its own
right.
Ms. Wells said the she desires functionality for the windows. Commissioner Corbin said
that enough changes have been made to the house already that he is ok with grids since
the vinyl windows could be replaced with wood in the future and the vinyl can be
installed without removing other details. Ms. Wells said that the double hung wood
windows will be used in the garden shed, and the rest of the windows will be stored in the
garage. Commissioner Corbin made a motion that the Histonc Commission recommend
to staff the approval of Ms. Wells' request for window replacement, allowing for
operable windows with grids on the front fas:ade. He followed up by stating that if any
trim needs to be replaced that it will be replaced in kind. Commissioner Corbin requested
photos of the existing windows before they are replaced. Motion passed without dissent.
Ms. Wells said that she wants the front porch to look like the Dutch colonial house on E
Street but that she would return at a future meeting to discuss it in more detail.

Ms. Lussi presen a request to replace the windows on the bottom floor of her house
with vinyl wi ows without changing the openings. Staff Jones commented about the
context of house in that there is an apartment building located on either side of the
house. S Jones also pointed out inconsistencies in the documentation of the age of the
house. Survey documents indicate that it was built in the 1930s and was considered
