HomeMy WebLinkAboutMiscellaneous APPLICANT 9/27/2010 . . ~>1 Abof.~ M.ASlEJl. f> LAN, Zoos 1 Introduction Description and Overview of the Project The Jasper Meadows Master Plan proposes 146 single-family residential lots, and three cluster developments planned for up to 261 units. Seven phases of development are proposed for the 67.2-acre parcel, which is located within the Urban Growth Boundary on the southeastern edge of Springfield. Phases 1,2, and 3 were previously approved and constructed. These prior phases include 144 residential lots comprising 29.6 acres. Jasper Meadows is the first major development project in the 810-acre Jasper-Natron area, a largely undeveloped tract of land for which the City of Springfield prepared a specific development plan in 1999. A central theme of the Jasper-Natron plan's preferred alternative is to "create a new and unique community within Springfield" by incorporating a design concept incorporating "nodal development, mixed use," A portion of the Jasper Meadows master plan area is identified as a "Potential Nodal Development Overlay District" in the Eugene-Springfield Trans Plan and the Jasper-Natron Specific Area Development Plan proposes a Community CommerciallHigh Density Residential node south of the master plan area. Primary access to the Jasper-Natron area and Jasper Meadows would be provided by the planned Jasper Road Extension (JRE), which would extend the Eugene-Springfield Highway (Highway 126) from Main Street to Jasper Road approximately 1.25 miles south ofM!. Vernon Road. A 200-ft. proposed right-of-way for the JRE bisects the Jasper Meadows project area. The JRE is a. Lane County and City of Springfield project, and the applicant has agreed to dedicate right-of- way to Lane County for road and utility purposes. Phasing Plan Four of seven future phases will be developed as Conventional Subdivisions, and the remaining phases will be developed as Cluster Subdivisions as outlined in Table I. Meadows Development Area The Master Plan represents a comprehensive development plan addressing public service needs and development requirements for future phases of Jasper Meadows. Development issues related to the project include the following: . J~~ ~Sl'~ _.-'1-' Land Use Planning Framework The Springfield City Council did not adopt the Jasper-Natron Specific Area Development Plan because of issues related to wetland areas and possible future realignment of the Jasper Road Extension. Nevertheless, because the plan encourages urban design concepts that foster a strong sense of community and place, the applicant has incorporated many of these elements into the planning framework for Jasper Meadows. Wetland Inventory The amended Draft Jasper-Natron Plan Map (see Figure 2) provides the most up-to-date wetland inventory for the Jasper-Natron area. Issues related to this inventory include: (I) likelihood that jurisdictional wetlands are larger than the area originally assessed by the DSL (p. III-B, Jasper~ Natron Specific Development Plan, 1999); (2) a functional evaluation of the wetlands has not been completed at this time (e.g. wildlife habitat, groundwater recharge, stormwater retention); and (3) the Corps of Engineers has requested that the City submit a Wetland Special Area Management Plan for the Jasper-Natron area, but no funds have been dedicated to undertake this work. These issues limit the opportunity to consider an overall system of wetlands as a planning framework. Transportation As currently planned, the Jasper Road Extension will provide secondary access to Jasper Meadows. However, because of permitting issues, Lane County considers the right-of-way for the extension to be conceptual. Consequently, the applicant must prepare an alternative secondary access route as part of the Master Plan application, in the event the JRE is not completed within the applicant's anticipated timeframe for construction of additional phases of the project.
