The new parcel will have access to 3,d Place by an irrevocable access easement. During the tentative review, the applicant proposed retaining the overhead utilities to the existing dwelling. Based on a site visit conducted on January 8, 2008, the site does not contain any items listed in SDC 4.3-125(A)-(H) that would allow retention of the overhead utilities. Summary of Conditions of Approval Unless otherwise stated, all conditions shall be satisfied prior to Plat approval. Condition of Approval #1: The applicant must collect the runoff from the driveway and pipe it underneath tile sidewalk. The flow can be discharged via weephole onto 3,d St. Complies. Condition of Approval #2: Written approval by ODOT to use the storm drain facilin) in Pioneer parkway is required. If ODOT does not approve the connection, an alternative drainage plan shall be approved by the City of Springfield prior to approval of the final plat. Incomplete. The last note 1 have regarding ODOT is from February 11. It states: "It was previously though a permit was not needed so approval on ODOT letterhead would have been sufficient. Condition of Approval #3: All utilities slwll be extended to Parcell and the overhead utilities to the existing dwelling slwll be placed underground. Incomplete. Based on a site visit on June 4, the existing house still has overhead utilities. All overhead utilities shall be placed underground before the plat is approved. Condition of Approval #4: The access to Parcell slwll contain a 10' clear width or the future dwelling shall be equipped with an automatic sprinkler system meeting the requirements of NFPA 130, Standard for the Installation of Sprinkler Systems in One- and Two-Family Dwellings and Manufactured Homes, 1007 edition as allowed in 1007 Springfield Fire Code 503.1.1, Exception 1. Complies. The plat shows a 15' easement, so the future dwelling on Parcell will need to contain a sprinkler system. This will be verified during building permit review for the dwelling. Condition of Approval #5: The applicant has proposed a 10' Private Wilil1} Easement to protect the 4" sanitary sewer lateral tlwt extends from the 8" sanitan} sewer main in Parcell to serve Parcell.
