Applicant's Questions:
1. What roadways will access this property? What is the location of the intersection on
Bob Straub Parkway that will service this property? Will that intersection be a
lighted intersection or a round-about? Can S 60.h terminate on the north property line
of this property so it does not bisect the proposed school? What is the City's plan for
Quartz Avenue? Are there any wetlands related to the extension of Quartz Avenue?
Would it be feasible to have the main access to the school on the current gravel road
which is on or near the south property line? Are the~e any planned or required
pedestrian improvements in this area, especially related to students walking to
school?
60th is planned to extend through the property. Quartz is not planned to connect to Bob
Straub.
2. Are there any delineated wetlands on this property? Would a wetland delineation be
necessary if this property is developed for a school?
Delineation will be required.
3. Are utilities available to service this property? Could the sewage be pumped north
like is being done by the subdivision to the immediate north? Otherwise where
would the sewer line be located and what would be the proposed costs to the School
District?
No urban services are currently available. The site must be annexed to receive urban
services.
4. Are there any special requirements related to dealing with the storm water?

5. What would the City require when the property is annexed into the City, including
any costs?
The current processing fee for the annexation application (15 acres) is $5,427.70 (4,614
base fee +270.70 tech fee +543 postage). The decision will be made by the City Council

at a public hearing. The hearing will occur 8-12 weeks after submittal of a complete
application. The 120 day timeline is not applicable to annexations.
Prior to submitting the application, an annexation agreement must be approved by
Public Works. That agreement will outline specific costs and improvements required for
annexation of this site. There will likely be a fee for the annexation that is not related to
the processing fee. That amount will be determined during negotiations for the
annexation agreement.
6. Please clarify the rezoning process and anticipated timeline?
A zone change is not required. Public Elementary and Middle Schools are allowed in
the LMI zone as a Discretionary Use. This requires a public hearing with the Planning
Commission. The public hearing will occur within 6-8 weeks of submittal of a complete
Discretionary Use application. The 120 day timeline will apply to the DU process.
The approval criteria contained in SDC 4.7-195 are applicable. The DU standards
contained in SDC 5.9-120 are not applicable to schools (refer to 5.9-110).
Although a zone change is not needed, annexation is required in order to obtain the
sewer, water and other urban services to support the school.
