You mentioned in our conversation that 9 parking stalls are required by our code. We reviewed four aerial photos and both visited the site and saw an average of about 1.5 vehicles on site at each time. Consequently, I believe we can reduce the required number of parking stalls to 7 without causing parking issues. The owner's main access is along the northern property line and is paved and fully adequate to handle the traffic in and out of the site. The secondary access on the south part of the lot is shown to be just north of Bluebelle Way-too close for our standards. (SDC 4.2-120 requires 75 feet, and the plans show approximately 30 feet.) Initially I considered closing this secondary driveway; however, Bluebelle does not presently connect between South 70th Street and South 70th Place, so this is incorrectly shown on the site plan and should just be a neighboring driveway. It is possible that the property to the south could develop and put Bluebelle Way through, as it is shown on our Conceptual Street Map. Consequently, temporary access will be permitted for the secondary access on the south side of the lot. The permission to access South 70th Street from this secondary access will terminate upon the building out of Bluebelle Way from South 70th Place to South 70th Street.
