Good afternoon.
I am sorry to report that I have been placed on temporary disability for medical
reasons and will not be able to continue working with you at this time.
I checked with the RCF licensing unit and Ms. Almedia has not applied for a license to
operate such a facility. She currently has a room and board license subject to timely
completion of the city's requirements. No RCF license will be issued unless and until
it is successfully applied for and granted.
I am not sure what more can be said on this issue. I hope this can be resolved soon.

After your last e-mail I did speak with Grace at the counter when she came in to sign the Development Agreement. She
understood the requirements and said she would speak with you.
The issuance of the building permit is not the issuance of the Residential Care Facility license. At this point we do not
know a specific time in which the licensing for the Residential Care Facility will be granted. At my last check with Hazel
from the State the application for licensing had not yet been submitted and when it is submitted it will beat least
another 60 days.
In the meantime, Grace needs to have either a Registration for a Room and Board Facility with the State or a licensing
for the Residential Care Facility. There is no issuance date for the Residential Care Facility that we know of so far and
the time when that will happen is to open to ignore the Development Code requirements for the existing use.

Liz:
We are finally close to getting Kip the final electrical and alarm design / forms / valuations that he is waiting
for. (Our incompetent electrician has cost us at least two months of broken promises, unreliability and many
missed deadlines, making me look bad, and severely delaying this project.) He's supposed to bring it all in
today - but I just don't believe him anymore. We'll see... gm!
ALSO, after repeated requests for a response - I now assume Jim D. has absolutely NO intention of answering
my simple question of why he still requires Grace to spend an additional $17.000 ( !! ) she does not have, on
retroactive site improvements - ONLY required of a Room & Board - which she will no longer be in a few
davs.
She will then become an Adult Residential Care Facility ~ and none of the MDS stuff applies - PLUS we were
told none of it would not be required! I am very concerned for my client and this homeless tenant project.
This does not make you-all look good... I've seen a lot.ofred tape before and this just seems CLASSIC to me.
I'm just asking - why?
And darn it, if this electrician's delays had not happened, the permits for the ARCF would've been
approved weeks ago - and it would REALLY be even more ridiculously moot by now!
I just don't understand your dept.'s thinking, silence and inflexibility on this simple concept offairness and
"misapplied timing"...or your refusal to respond to us. What kind of service is that? I'd be out of business if
I "ignored" my clients on a KEY issue. .
Can you please help me/us understand your perspective - officially or un-? Like right away? What's the
procedure? Who's job is it to explain it?

Kip is reviewing the building permit and I know there were three additional items he requested from you and Tim on
July 1. I'm copying him on this so he can resend. After that it sounds like he is very close to issuing the permit.
Regarding the MDS Room and Board requirements: Condition 3 - planting the trees could be done before the permit
is issued. This portion of the site will not change and does not require a building permi.t. ~

The contractor mentioned that nothing can be done until you i?sue the permit. The time is running out. I am talking
about the room and board requirements. I will be away for a week for the wedding and please allow Tim or Randy to
