Please provide it to Ms. Almeida with my concurrence and encourage her to focus on having one approval in hand! The MDS for R&B is overdue and yet very attainable and can be accomplished by meeting the existing PLANNING conditions. These are not temporary improvements...she needs a bird in the hand here as a.foundation and a fall back should any1hing else impact the timelines for review and issuance of building permits or the state approvals for residential care facility. I truly believe this is her best course of action; if she can get this done we will be glad to continue working with her and the State to move forward. I believe her intentions have been good throughout, she just needs to cut through the BP confusion caused by her contractor and focus on first things first. See if you can capture it in one email (with the others attached) and keep up the excellent customer service work! JD From: MILLER Liz Sent: Wednesday, June 23, 2010 9:10 AM To: DONOVAN James Subject: FW: Room and Board Jim, Regarding Grace Almeida's e-mail below the e-mail sent by Hazel from the State I was going to reply with this timeline but wanted to run it by you first: The following items need to be completed by the following dates: July 2 Submittal of the Final Plot Plan for the MDS showing the required conditions. July 9 Signing of the Development Agreement July 30 Installation and completion of the required conditions of the MDS. These conditions are listed below: Condition 1: Areas built without permits shall obtain the appropriate building permits with plans showing removal of the closets from rooms in excess of the 5 bedroom maximum. This will allow one additional bedroom for a caretaker. Under no circumstances shall the additional rooms be used as bedrooms or sleeping quarters. Condition 2: A copy of the current Room & Board registration from the State must be submitted listing S bedrooms and one caretaker room only. This copy must be submitted within 30 days of the date of this MDS decision. Condition 3: The Final Plot Plan must show S additional required street trees along the South 70'h Place frontage. Trees shall be chosen from the City of Springfield Public Works Engineering and Design Standards Manual Section 6.02.2.A and be a minimum 2" caliper in size. Condition 4: The trash and recycling receptacles shown on the tentative plan must be shown on the Final Plot Plan in a fully screened enclosure. ~ Condition 5: The Final Plot Plan shall show S required bicycle parking spaces as p~s~~tiQn 4.q-140.~. Condition 7: SDC 4.6-120 C. requires all parking stalls fronting a sidewalk, alley, street landscaped area or structure shall be provided with a secured wheel bumper or linear curb not less than 6 inches in height to be setback from the front of the stall a minimum of 2 feet to allow for vehicle encroachment. In order to meet this criterion show the existing and proposed wheel bumpers or curbs where required by this code section on the Final Plot Plan. Condition 8: Show the correct current street configuration on the Final Plot Plan (Bluebell Way does not currently exist on the south side of the property). At the time Bluebell Way is constructed on the south side of the property the secondary driveway access point shall terminate. Condition one may need to be altered but I'd like to wait and see if they get an application for the RCF at least submitted to the state by July 30. Liz From: Grace B. I believe the first plan is for Ms. Almeida to submit a written plan of action. We can then take whatever steps are available to expedite the process.". I kindly request for both of you to help me in this matter. I have done everything that was asked of me. Hazel is depending on me to come up with the first plan of action. I would like to sit down and talk to you, if your time permits. I want to apologize again for the time that I have already taken. All of you have been very patient and helpful. In the last 10 years I have worked with the Lane County Commissioners, the State and the SDSD and have had a wonderful name and I have done my job to the best of ability but today I feel miserable only because I did not understand the codes or the requirements from the city. I feel that I am being looked at as the bad person. No doubt the workers have made mistakes in remodeling etc, etc. but I still take the, blame. I look forward to hearing from you. Thank you.
