'As you requested, an inspection was performed on August 24, '2010, at th,emu!ti"tenant building
locatei,l at 807 A Street in Springfield, The purpose of,the inspection was to examine damage
caused by a vehicle hitting the west exterior wall of the structure, The vehicle th!lt struck the
building was pushed into it by another car, Before striking the building the vehicle had to be
pushed up and over a wheel stop located 5'-8" away from the west wall of the building, The
existirig multi~use building is two-story wood framed construction. The (hainlevelhas
commerCial tenants, and the'upper level consists of apiirtments, The westwallwhich was hit by
the vehicleisa 2x4 bearing wall with a stucco finish on the exterior and Ii, plaster',finish on the
interior, The bearing wall supports the upper level floor framing, the cantilever entrance

wllikway/deck forthe upper level apartments, the upper level exterior wall, andtl1e roof system.
The f~undationisa cqncrete slab on grade with a turned down edge. lbeceilingfor the main
level is gypsum'wallboard on the underside of the floor system; with anaddition31 drop ceiling
installed approximately 12" ~low that. See pictures 1-8 on sheets 3 thru 6 of this report to view
the genera) vicinity, ~d the extent of damage done by the impact of the vehicle ~trikingthe
structure. '

building (picture 6). The impact broke the door frame and at least a one of the Studs,to the north
ofthe'd<.>or, while displacing iinother stud off of the wall bottom plate (picture 4),' With the
stucco exterior and plaster interior finishes cracked but inllict, it is hard to detennil1ejust how
much of the wall framing has been damaged. On the interior ofFlo~s Hair Desigri,the wood trim
around the damaged door iind the window to the north of it has been dispiliced(pictures 3 and 5),
A piece of trim where the interior separation wall meets the bottom of the drop ceilinghas'been
displaced as'well. The plaster finish on the wall around the door was cracked, Jjut there did not,
appear, to be~y.damage!o the finishes on the interiorseparatiqn wall or :the!lYP~um"ceiling. 011

, stucco,' finish; most of whkh appear to be old based on paint and discolorationvi~iblc: inside the
separation atthecr~cks. However, there seem to be a few new cracks i.n~esh,ic?9'fillish around
'the window north of the. destroyed door, and to.the south by the door leadingintriMeFs,
Preo~ed Homes. The wood trim around the door into Mel's was not,tight together based on

paint in the gaps, but the trim pieces appear to have bcen farthcr separated ,by the:impact of the
vel]iclc.

At thi$ time with the wall finishes mostly intact it is hard to provide a complete repair plan., A
tempqrliry framing should be installed inside ofFlo's Hair Design to support the flootsystem of
theaPirrtment above whilethe repairs are being made, Also, tcmporary framing should ,be
installed on the exterior of the bllilding to help support'the cantilever walkway/deckat.theupper
level. ,The damaged interior fuUshesshould be removed to expose all'darilaged.wall framing. '
Then'KP Engineering, PC should bc contacted to mak;e an additional inspection to determine the
reqliiied.repairs. Afthat tiine a more detailed scope of repairs and arepairplan can'be
developed. All rep~ niadeto the structure should to'be in compliance with, the. State ofOreg9n
2007 Structiinil SpeCiall)'Code as adoptedby the City,ofSpringfield.' ,'"
