Commercial/Industrial/ Multi-Family Residential
The Planning Division requires the following information for .9.!! building permit submittals on
properties zoned Medium Density Residential, High Density Residential, Commercial, or Industrial,
including new construction, expansions, and changes of use.
New construction, expansions, and changes of use to any building, parking, or development area in
these zoning districts requires either Minimum Development Standards-MDS review (SDC 5.15-100)
or Site Plan Review (SDC 5.17-100) by the Planning Division. Overlay District Development review
(SDC 3.3-100) may also be required, depending on the site.

SYSTEMS DEVELOPMENT CHARGES
The City requires Systems Development Charges (SDCs) on new development and
redevelopment to accumulate funds to construct new streets, wastewater facilities and storm
drainage facilities to accommodate the needs of development. Because SDCs are based on the
intensity of the impact on City systems that a use of the property will have, these charges are
sometimes large for commercial developments and can apply even iflittle or no change is
required to the physical structure of a property.
We are always concerned that someone starting a business in Springfield not be surprised in
needing to pay a significant charge. For that reason, we ask everyone who applies for a
commercial building permit, or inquires about using a vacant or occupied property for
commercial or residential purposes (other than one and two family dwelling units), to give us
some basic information so that we can discuss the potential impact of SDCs. While we can't
provide a precise estimate until we have much more detail, we can point out approximate costs
you may wish to consider.

Using the SDC Scoping Sheet
The purpose of this sheet is to avoid surprises to developers who may not understand the
potential SDC implications of a development. SDCs, since they are driven by impact on systems,
may result even when there is little or no change in the physical structure. They certainly bear no
proportional relationship to the cost of any structural modifications.
The SDC Scoping sheet will go directly to Public Works Land Development staff, so that they
can be proactive in reaching out to learn about a project, and assess the possibility of SDCs,
much earlier in the process. It is NOT a way to get an estimate of SDCs, because it does not
provide enough detail to calculate SDCs.
Depending upon the state of the developer's thinking, they may be able to provide this
information at the time they are at the counter, working with the public works staff on duty. In
many cases, however, that will not be convenient, and then the form, which will have a business
reply stamp attached, can be mailed back at their convenience or emailed to
sdcstaff@ci.springfield.or.us
Building process
Each building permit should be accompanied by a SDC scoping sheet. Someone who comes in
for a building permit application should be given a copy and told to return it with the completed
application. No building permit application should be accepted without an SDC Scoping Sheet
accompanying it. The sheet is available electronically and online forms related to building
permits should note that the sheet is required material.
When building permit applications are turned in, or collected off the web site, the SDC Scoping
sheet should be given directly to PW Land Development staff.
Planning process
Each counter inquiry about development related to a specific site address should result in the
inquiring party being given a copy of the scoping sheet and told that while counter staff can't
assess the likelihood of SDCs without a more detail application, PW Land Development staff
will review the completed form and contact the customer to discuss SDCs. Customers should be
advised to return the sheet to the front counter or to mail it to Public Works Department, Land
Development section.
