Dear Mr. and Mrs. Beckett:
At your request, the Community Services Division/Building Safety conducted a Housing Inspection at the
above location.
The purpose of the Housing Code is to provide minimum requirements for the protection of life, limb,
health, property, safety, and welfare of the general public and the owners and occupants of residential
buildings. The structure which you are proposing to use as a living unit does not rileet any of the minimum
conditions in order to be used as habitable space, therefore, I cannot approve your request. I have attached
a copy of the minimum Housing Code requirements for your reference.

(d) HALLWAYS. All public hallways, stairs, and
other exitways shall be adequately lighted at all times
in . accordance with Section '3313 of' the Structural
Specialty Code and Fire and Life Safety.Code.
SECTION 504 SANITATION.
(a) DWELLING UNITS. Every dwelling unit shall be
provided with a water closet, a lavatory and a bathtub
or shower.
(b) HOTELS. Where private water closets,
lavatories, and baths are not provided, there shall be
provided on each floor for each sex at least one water
closet and lava~ory ~nd one b~th accessible from a
public hallway. Additional water closets, lavatories,
and baths shall be provided on each floor for each sex
at the rate of one for every additional 10 guests, or
fractional number thereof in excess of 10. Such
facilities' shall be clearly marked for "Men" or
IIWomen" .
(c) KITCHEN. Each dwelling ~nit shall be
provided with a kitchen. Every kitchen shall be
provided with a kitchen sink. No wooden sink or sink
of similarly absorbent material shall be permitted.

connected to a sanitary sewer or. to an approved'private

LIGHT AND VENTILATION.
(a)' All guest rooms, dormitories,' and habitable
rooms within a Awelling unit shall be provided with
natural light by means o,f windows or skylights with an
area of not less than one-tenth of the floor area of
such rooms with a minimum of 10 square feet.
All bathrooms, water closet compartments, laundry
rooms, and similar rooms .shall be provided with natural
or mechanical ventilation by means of windows,
skylights or mechanical ventilation. Natural
ventilation shall be provided within ~n area of not
less than one-tenth of the floor area of. such rooms
with a ininimum of 3 square 'feet.

(c) MECHANICAL VENTILATION. In lieu of openable
windows for natural ventilation, a mechanical
ventilation system may be' provided. Such system shall
be capable of providing two air changes per hour in ~ll-
guest rooms, dormitories,habitable rooms, and in
public corridors. One-fifth of the air supply shall be
taken from the putsid~. In bathroo~s, water closet
compartments, laundry rooms, and si~ilar rooms a
mechanical ventilation system connected directly to the

CHAPTER'6
STRUCTURAL REQUIREMENTS
SECTION 601 GENERAL.
(a) Buildings or structures may be of any type of
construction permitted by the Structural Specialty Code
and 'Fire and Life Safety Code. Roofs, floors, walls,
foundations, and all other structural components of
buildings shall be capable of resisting any and all
forces and loads to which they may be subjected. All
structural elements shall be proportioned and joined in
accordance with the stress limitations and design
criteria as specified in the appropriate sections of
the Structural Specialty Code and Fire and ,Life Safety
Code. Buildings 'of every permitted type, of
construction shall comply with the applicable
requirements of the Structural Specialty Code and Fire
and Life Safety Code.

MECHANICAL REQUIREMENTS
SECTION 701 HEATING AND VENTILATION.
(a) HEATING. Every dwelling unit and guest room
shall be provided with heating facilities capable of
maintaining a room temperature of "~degrees F. at a
point 3 feet above the floor in alrhabitable rooms.
Such facilities shall be installed and maintained in a
safe condition as specified in Section 104 of the
Springfield Building Code Administrative Code and all
other applicable laws. No unvented fuel-burning heater
shall be permitted. All heating devices or appliances
shall be of an approved type.
(b) ELECTRICAL EQUIPMENT. All electrical
equipment; wiring and appliances shall be installed and
maintained in a safe manner in accordance with all
applicable laws. All electrical equipment shall be of
an approved type.

Where there is electrical power available within
300 feet of the premises of any building, such'building
shall be connected to such electrical power. Every
habitable room shall contain at least two supplied
electric convenience outlets or one such convenience
outlet and one supplied electric light fixture. Every
water 'closet compartment, bathroom, laundry room,
furnace room, and public hallway shall contain at least
one supplied electric light fixture.
(c) VENTILATION. Ventilation for rooms and areas
and for fuel-burning appliances shall be provided as
required in the ,Mechanical Specialty Code and
Mechanical Fire and Life Safety, Code. Where mechanical
ventilation is provided in lieu of the natural
ventilation required in Section 503 of this Code, such
mechanical ventilatin~ system shall be maintained in
operation during the occupancy of, any'building or
port ion thereof.
CHAPTER 8
EXITS
SECTION 801 GENERAL. Every dwelling unit or guest
room shall have access directly to the outside or to
a public corridor. All buildings or portions thereof
shall be provided with exits, exitways, and
appurtenances as required by Chapter 33 of the
Structural Specialty Code and Fire and Life Safety
Code.

Every sleeping room below the fourth story shall have
'a~ least one operable window or exterior door approved
for emergency escape or rescue. The units shall be
operable, from the inside to provide a full clear
opening without the use bf sepa'rate tools.
All es~ape Or rescue windows from sleeping rooms shall
have a minimum net clear opening of 5.7 square feet.
The minimum net clear opening height dimensions shall
be 24 inches. The minimum net clear opening width
dimension shall be 20 inches. Where windows are
provided as means of escape or rescue they shall have a
finished sill height not more than 44 inches above the
floor.
