general provisions of LC 11.100-10(4) :
~a) A personal, but not necessarily financial, hardship exists
whereby it is necessary to have someone living on the same
premiaes.
(b) The mobile home will be used for the applicant's personal use
during the time a conventional dwelling is being constructed
on the premises, after which it will be removed;
