SUBJECT: Underfloor Insulation
Dear Mr. Thompson:
Your note regarding Inspector Puent's inspection of the underfloor
597 South 67th Street has been referred to me for response.

,The situation you describe does not represent any inconsistency in inspection pro-
cedures. After having shown your people how to properly install underfloor insu-
lation, Inspector Puent found an example that did not match the illustration., He
therefore asked that corrections be made. Since the corrections were Telatively
simple to accomplish, there was no need, in his judgement, to make a special trip
back to the jOb site. The work could be reinspected during a later regularly
called inspection.
With regard to your question - "Where do we go from here?" - the answer is simple.
Underfloor insulation must be installed so that it fits tightly against the floor
system and yet is not substantially compressed. Even though Inspector Puent took
the time to demonstrate one way in which this might be accomplished, some of your
people had apparently not yet mastered the techniques involved at the time of the
above described inspection. As these techniques are mastered, we will both have
arrived at our destination.
