Dear Mr. Williams:
On two different occasions .it was requested of me, by a complaintant,
to inspect a supposedly "unsafe building" at 1440 Main Street, Spring-
field, Oregon presently occupied as Eastside Motorcycles, On both of
those inspections I spoke directly to you and inquired if there was
any building that was being done that would constitute a complaint or
bring about.a grievance about an "unsafe building" or unsafe working
conditions, On both of those inspections you stated that there was
no work being done,
On my third visit to your business, you acknowledged that there was
work being done and allowed me to enter and view what work had been
completed. At that time I informed you that the work done was in
violation of City adopted codes and that all work in process would im-
mediately be required to stop,
For any work to commence, a detailed set of plans and specifications
must be submitted to the Springfield Building Division. for plan review,
Included in those plans must be specifications on materials and methods
of construction that was done without a building permit and building
inspections. Also, verification from a licensed engineer that the work
has not inflicted any differential. stress or damage that is unsafe to
the essential stability of said building.
At the time of issuance of a permit, a penalty fee will be imposed for
that work which was done without a permit,
