DEVELOPMENT SER VICES DEPARTMENT April 2, 1996 Bruce Smolnisky' Springfield School District . 525 Mill Street Springfield; OR 97477 Subject: Occupancy Inspection at 525 Mill Street, Springfield, Oregon. Proposed Use: Office/Meeting Space Dear Mr. Smolnisky, At your request, the Community Services Division/Building Safety conducted an inspection of the building at the above address. The purpose of the inspection was to determine the suitability of the building for the proposed use as indicated. Based 6nthe proposed occupancy, the existing conditions which are mentioned below do not meet the minimum Building Safety Code requirements. Corrective measure must be taken prior to occupancy to install, repair, replace or modify the following items in order for the building to conform to applicable safety codes: Building 1. Exit signs are required at each ofthe two exit doors. 2. The ventilation system shall be capable of supplying a minimum of 5 cubic feet per ininute of outside air. 3. Every project for renovation, alteration or modification of buildings, shall eliminate architectural barriers for building accessibility up to an expenditure of 25 percent of the total project cost. Electrical 1. Existing wiring is an ungrounded system wired in non-metallic cable and does not meet 1993 NEC standards. Existing light fixtures have separated from supports and are hanging by wires only. There are not adequate outlets to supply the proposed needs. Existing power supply appears to be only one circuit and I could not determine if that circuit fed any of the other buildings. 225 FIFTH STREET SPRINGFIELD, OR 97477 (541) 726.3753 . FAX (541) 726.3689 '!. 2. Projected load requirements for this occupancy will be needed to determine proper feeder and panel size. 3. Any new wiring shall meet the 1993 Oregon Electrical Specialty Safety Code and include the following: a) A grounded system. b) Minimum #12 20-amp rated circuits to conform with non-residential buildings. c) Wiring where subject to physical damage shall be adequately protected, either concealed in walls or in conduit. d) Any existing wiring, light fixtures or electrical devices intended to be used , shall be checked by a qualified electrical and be safe for the intended use. The above items are requirements for the existing structure only. Other items such as parking, paving, site improvements, sidewalks, etc., have not been addressed as part of this inspection and may be required. Please contact Julia Powell of the Springfield Planning Division, at 726-3632, regarding any necessary improvements to the site.
