Springfield Development Code Section 5.4- 105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land use decision within 120 days after the application is deemed complete. The 120-day processing period for this application begins when all the missing information is submitted or when you request that the City proceed without the information. You must indicate by either signing this form or by submitting a written response to the City within seven days of the date of this form asserting your intentions regarding the provision of the missing information. If you indicate herein or in your written response that the missing information will be submitted, then you have 180 days from the date the application was submitted for Pre-Submittal Review to provide the City with the missing information. If you refuse to submit the missing information, then upon receipt of the full application packet and processing fee, the City will deem the application complete for purposes of starting the 120- day clock and begin processing the application. No new information may be submitted after the start of the 120-day period unless accompanied by a request for an extension of the 120-day processing time. Upon receipt of a request for extension, the City may extend the 120-day period for a reasonable period of time. The proposed building is over 30 feet in height which brings in aerial apparatus access requirements in 2007 Springfield Fire Code Appendix 0104 and 0105. Appendix 0104.1 states that buildings or facilities exceeding 30 feet in height shall have at least two means of fire apparatus for each structure. Since there is only one structure involved, it appears that one existing .access on the west side might work. Appendix 0105.1 states buildings or portions of buildings or facilities exceeding 30 feet in height above the lowest level of fire department vehicle access shall be provided with approved fire apparatus access roads capable of accomodating fire department aerial apparatus. Overhead utility and power lines shall not be located within the aerial fire apparatus access roadway (it looks like electrical utilities are underground for this submittal). Appendix D105.2 states that fire apparatus access roads shall have a minimum unobstructed width of 26 feet in the immediate vicinity of any building or portion of building more that 30 feet in height. Appendix 0105.3 states at least one of the required access routes meeting this condition shall be located within a minimum of 15 feet and a maximum of 30 feet from the building and shall be positioned parallel to one entire side of the building. b. Fire apparatus access roads shall support an 80,000 lb. load per 2007 Springfield Fire Code 503.2.3 and SFC Appendix 0102.1. . Revised 9/24/07
