Three parking spots close to Game Farm Road will be designated for Just Brew It employees, One of the ADA parking spots close to the coffee kiosk will also be designated, See Site Plan On-site loading areas and vehicular and pedestrian circulation, Indicate vehicular circulation with striping, Also, are their access easements to benefit WaMu on the north and west sides of the . . . See attached colored plan. There are sufficient access easements for all occupants of the site. Location, type and number of bicycle parking spaces. Just Brew It has reached an agreement with WaMu to use their covered bike parking spaces. Three are required and provided. An agreement will be sent to City of Springfield planner, Molly Markarian. Landscape Plan Location and type of street trees. The tree in the parking planter on the northeast corner of the property has been removed. Please adjust plans accordingly and indicate if it is to be replanted. Plans have been changed to indicate that the tree is a proposed tree instead of an existing tree. See Planting Plan. The client is replacing the tree that was removed. The tree is still shown on the Survey because the surveyor said it was there when the survey was done. It is not typical to go back and revise a survey at this juncture in the project. List in chart form the proposed types of landscape materials (trees, shrubs, groundcover). Include in the chart genus, species, common name, quantity, size, spacing and method of planting. See attached Planting Plan. Architectural Plan Exterior elevations of all building and structures proposed for the development site. See attached photo (previously submitted) and the conceptual floor plan. The building is identical on the other side so one photo only has been submitted. The building is 13' - 6" at its peak. On Site Lighting Plan Location, orientation, and maximum height if exterior light fixtures, both free standing and attached. Include the type and extend of shielding, including cut off angles and type of illumination, wattage and luminous area. Provide a photometric test report for each light fixture. We are only planning to use the lights on the building. There is one located near the back door, one on either side next to each drive up window and one at the front of the cart by the window. Two fixtures have 75 watt incandescent bulbs and the other two have 100 watt halogens. All fixtures are full cut off Cut sheets are attached. Photometric test report for each light source. Determined to be unnecessary. Additional comments not related to the completeness of the application The site is within the one to five year TOTZ for the Sportsway wellhead, and on-site stormwater management is proposed. Submit a DWP Overlay District Development Application or a letter requesting exemption from DWP requirements concurrently with the complete Site Plan Review submittal. Client has submitted a list to Amy Chinnetz directly, confirming that less than 20 gallons of hazardous materials will be utilized for this facility therefor this project is exempt from this application. See attached email correspondence. PUBLIC WORKS ENGINEERING Grading and Paving Plan Amount of proposed cut and fill. Proposed cut is 12 cy and proposed fill is 9.4 cy. Additional comments not related to the completeness of the application The trash enclosure must be covered, hydraulically isolated and drained to the sanitary sewer. .- . . The trash will be in residential sized bins and kept inside the buifding. The existing trash enclosures on the site will not be used. See note on Site Plan Existing catch basins will need to be retrofitted with inserts. Acknowledged. See Utility Plan. TRANSPORTATION Improvements and Public Utilities Plan Location, widths (of paving and right-of-way) and names of all existing and proposed streets, alleys, dedications, or other right-of-ways within or adjacent to the proposed development, including ownership and maintenance status, if applicable. Clearly depict in separate map all easements. See attached sheet with easements in color. ANY REQUIRED ADDITIONAL MATERIALS, APPLICATIONS OR PERMITS. Where the development area is in an overlay district, address the additional standards of the overlay district. No additional standards. Where any grading, filling or excavating is proposed with the development, a Land drainage and Alteration Permit must be submitted prior to development. There is so little cut and fill activity that an LDAP is not required. If you need any other information or have any questions please don't hesitate to call. Le9"1"!/!! . . OVERVIEW 1.0 INTRODUCTION The subject property involved in the proposed development is a gently sloping 0.54-acre development site, currently undeveloped. The site is on Tax Lot II 00 Assessor's Map 17-03-15- 33. The site is bounded on the North by Game Farm Road, and is bounded on the South, East, and West by adjacent lots (near Gateway Street). A 200 square foot coffee kiosk is proposed on the subject property, complete with 2 drive aisle, sanitary sewers, and storm drainage infrastructure to carry runoff from the development to the existing public storm system. 4,128 square feet of new or replaced non building surface will be added to site. All of the new non-building runoff will be treated with a vegetated swale. Stormwater runoff from the paved area on the site will be directed through a curb cut to the vegetated swale. Catch basins will be placed in the swale for catching overflow. Roof and sidewalk run-off is routed to the existing system on the site. The vegetated swale will filter pollutants and sediments from the run-off and the planting of trees within the swale and detention pond areas will further pre-treat the stormwater runoff by reducing the temperature of the runoff before it enters the public system. Hydrologic calculations to determine the existing (pre-development) and proposed (post- development) runoff amounts are included, as are hydraulic calculations to determine pipe sizing, and calculations to determine the sizing of the proposed vegetated swale. A "Stormwater Management System Scope of Work" sheet was submitted to the City for the proposed development. The scoping sheet states that a downstream analysis of the receiving system is not required for this report. Small Site Study is required using the Rational Method for runoff. 2.0 PURPOSE The purpose of this report is to attempt to comply with the requirements of Article 32.110 Stormwater Management of the Springfield Development Code, and the Springfield Public Works Engineering Design Standards and Procedures, dated April 2006. HYDROLOGIC AND HYDRAULIC CALCULATIdNSe Received: DARI MART ADDITION: FEB 13 2008 1.0 PURPOSE Original Submittal The purpose of these hydrologic and hydraulic calculations is to determine the runoff flows from the subj ect property for both pre-development and post -development conditions, and to verify pipe and swale sizing for the proposed development. 2.0 CALCULATION METHODS The Rational Method was used to determine the post-development runoff from the site. Excel software was used to perform the specific calculations. The input variables and resulting flow rates are included in Appendix A. The flow calculated from the Rational Method was used to size the drainage pipes for the post-development runoff from the site (25-year event). Time of Concentration: The Time of Concentration for the pre-development conditions was determined using an initial time of 10 minutes. The pipe flow calculations were determined using Marming's Equation for pipe flow, 3.0 PIPE SIZING The pipe sizing calculations is included in Appendix A. Required flows to the swale and the existing 8-inch stormwater pipe were proportioned from the site peak-flow calculation and areas being drained. A Manning's n value of n = 0.013 was used for PVC pipes per City of Springfield Engineering Design Standards manual, achieving a minimum cleansing velocity 3.0 ft/s for all new pipes. 4.0 SWALE/CONVEYANCE A vegetated swale was chosen as the best method for pre-treating the stormwater runoff by allowing for natural percolation. The vegetation will also aid in cooling the water prior to disposal in the public system. Swale design guidelines were obtained from the Bureau of Environmental Services-City of Portland (BES) manual. A detail from the BES manual is included in Appendix B, while the specific dimensions and layout of the swale design is shown on the Grading Plan, Sheet C2. Form SIM from the BES manual was used to calculate the necessary swale dimensions for the post-development runoff. Tree credits were taken as applicable from the landscape architect's plans. The Form SIM is included as Appendix B. The required swale size was calculated to be 372 square feet. The site provides 972 square feet of swale. . 5.0 CONCLUSION . The preliminary stormwater drainage facilities planned for the proposed development will be adequate to convey runoff from the proposed development. The vegetated swale will provide required water quality of the expected runoff. In large storm events, the swale is provided with an overflow to direct floodwaters to the existing stormwater system located on the property leading to the storm system located on the north side of the property, and away from the subject . site and adjacent properties.
