Subject: Referral of proposed amendments to the Eugene-Springfield Transportation
System Plan (TransPlan): Delete the West Eugene Parkway from the project list and add
ODOT facility projects West II th Avenue from Terry to Greenhill and Beltline Highway
from River Road to Delta Highway to the constrained project list.
Dear Rob and Celia:
The City of Springfield has received the subject TransPlan amendment referrals. We
agree with the classification of these amendments as Type II, site-specific changes to the
plan diagram and plan text. We also agree that the two ODOT projects, being within the
city limits of Eugene, are the sole responsibility of the Eugene City Council; and the
WEP, being between the city limits and plan boundary, is the joint responsibility of
Eugene and Lane County elected officials. However, pursuant to Springfield
Development Code Section.5.14-135(B)(2); Eugene Code 9.7730(2)(b); and Lane Code
12.225(1)(b), the Springfield City Council may participate as a decision-maker in a Type
II amendment between the city limits and plan boundary upon a determination of regional
impact and affirmative decision to participate.
After review of these referrals, the City Council declined further examination for the
purpose of determining regional impact or consideration of participation as a decision-
maker; however the Council does reserve the right to participate as a party in these
matters. Please place this correspondence in the record of these post-acknowledgment
plan amendments.
