accordance with SDC 4.2-105 A.4. Traffic Impact Studies (TIS) allow the City to analyze-
and evaluate the traffic impacts and mitigation of a development on the City's
transportation system. In general, a TIS must explain how the traffic from a given
development affects the transportation system in terms of safety, traffic operations,
access and mobility, and immediate and adjoining street systems. A TIS must also
address, if needed, City, metro plan and state land use and transportation policies and
objectives.

This application proposes the division of a vacant one acre parcel into six lots which will
each be used for construction of a duplex. The preliminary plan submitted also shows a :
separate unit ofland labeled as "tract" that would include the driveway access to each of
the twelve units, visitor parking, a storm drainage facility and landscape area. An issue
for discussion at the submittal meeting is whether the tract area should be platted as a
separate parcel or would best be incorporated into the individual lots and an easement lJe
used over the same area that provides for the various common usages.
The subdivision is proposed under the provisions of SDC 3.2-230 for cluster
subdivisions.
The tentative plan submitted is designed in conformance with the requirements for cluster
subdivisions including setbacks, lot coverage standards and open space.
A building design plan has been submitted for a duplex on Lot 1 that faces 42nd Street.
This plan shows design elements required for the street front unit including street side
door opening, connecting walkway, etc. A version of this plan that includes all required
cluster subdivision standards will be used on the remaining five lots.

Medium Density Residential - Duplex Development
Proiect Overview
The proposal is to develop an approximate I acre parcel on South 42nd Street into a 6 or 7
. lot cluster subdivision with 6 duplexes. The duplexes will be served by a single private
driveway and there will be some auxiliary parking.
. There is approximately 5,850 square feet of existing AC paving on the property that is to
be removed with the reconfigured site. There were also (2) houses on the property that
have been removed.
Proposed Destination
The drainage from the site will be directed to an existing 12" storm pipe that was stubbed
to the property during the South 42nd Street improvement project. This stub connects to
the new storm line that was placed in South 42nd Street and has adequate capacity to serve
the proposed development with no on site detention.
Proposed Pollution Control Facilities
A bio-swale will be constructed at the southwest corner of the project. We have designed
approximately 6,450 square feet to sheet drain into this facility. The swale will have a 6
foot bottom, 4: 1 side slopes, and run at a slope of 0.5%. This will slow down the velocity
to meet contact time requirements. -
The remaining 4,865 square feet of paving will be collected in dual chamber catch basins
and tied into the piped storm system. Since we have an existing paved area of 5,850
square feet to be removed, we are not proposing fossil filter inserts in these basins.

This configuration does meet the minimum contact time of9.0 minutes. Therefore we
are proposing to put the area drain at the flow line of the swale and not provide detention.
We are also proposing one check dam at the midpoint of the swale..
Peak Flow Calculation (attached calculation sheet)
The peak flow for the 10 year storm is 0.93 cfs, which results in minimum pipe diameter
of7.25 inches. Therefore, the 12 inch concrete pipe stub to the property is adequate to
serve the development.
