Planning Notes:
1. Need a more detailed breakdown of the open space. Refer to SDC 3.2-230(H): "At least
20% of the development site shall be designated common open space."
2. The development site contains 39,000 sf. The minimum common open space will be
7,800 sf. Identify/describe the common open space in more detail in the drawings and/or
the narrative.
Additional comments not related to the completeness of the application:
Open Space considerations:
a. The common open space is for the benefit of the landowners/tenants, not their
guests. Guest parking doesn't count toward open space because it is
i. not needed to meet the minimum parking per unit, and
ii. intended for guests, not landowners/tenants.
b. The swale can be counted as open space if it is more than just a swale. Some
examples: provide benches and a table, design the swale to also function as a
play area/tot lot.
c. A bike parking area can be counted twice if it is covered (footprint and roof
area).
d. A separate play area can also be counted twice, if it is covered.
e. Basketball hoops at the end of the fire truck turn around (Lots 5 & 6) can be
counted as open space. This will provide at least 200sf each.

PW Notes:
1. Site Assessment Plan must be stamped and wet signed by an Oregon Licensed
Landscape Architect or Engineer.
2. Plans indicate a proposed variable width emergency access and utility easement;
however, it is unclear as to the boundaries of this easement. Please clarify on
plans the easement boundaries. /
3. A 7' wide PUE will be required along the street fronting proposed partition. Plans will
need to be revised to include a proposed 7' PUE easement.
4. To ensure a fully functioning water quality system and meet objectives of
Springfield's MS4 permit, the Springfield Development Code and the EDSPM, the
proposed private vegetative water quality swale shall be shall be fully vegetated
with all vegetation species established prior to approval of Final Plat.
Alternatively, if this condition cannot be met, the applicant shall provide and
maintain additional interim erosion control/water quality measures acceptable to
the Public Works Department that will.suffice until such time as the swale
vegetation becomes fully established. Also, prior to approval of the subdivision
plat, the applicant shall include a maintenance agreement document with
provisions to ensure functionali.ty of the proposed vegetative swale.

. Verify if an exterior trash enclosure will be installed. If a trash enclosure is being
proposed, the enclosure will need to be roof covered, hydrauliclly isolated, and
piped to sanitary per City of Springield Engineering Design Standards and
Procedures Manual. If a common use trash enclosure is not proposed, please
verify access and turn-around for the trash pick-up vehicles.
. Plans are showing new lots connecting to the existing 18" public storm pipe and
existing 8" sanitary sewer pipe located in S. 42nd St. The applicant shall obtain
necessary City encroachment permit in order to connect to the existing 8" pipe
located at the westerly end of property within the 42nd St. right-of-way.
. System Development Charges (SDC's) will be required and calculated at the time of
Building Permit application submittal.

This is not a decision on your application. Springfield Development Code Section 5.4-
105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or .
when you request that the City proceed without the information. You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your intentions regarding the provision of the missing
information. If you indicate herein or in your written response that the missing information
will be submitted, then you have 180 days from the date the application was submitted for
Pre-Submittal Review to provide the City with the missing information. If you refuse to
submit the missing information, then upon receipt of the full application packet and
processing fee, the City will deem the application complete for purposes of starting the 120-
day clock and begin processing the application. No new information may be submitted after
the start of the 120-day period unless accompanied by a request for an extension of the
120-day processing time. Upon receipt of a request for extension, the City may extend the
120-day period for a reasonable period of time. The City may also require additional fees if
the new information is submitted after the Notification to Surrounding Property Owners is
sent out and a second notification is required or if the new information substantially affects
the application proposal and additional review is required.
