The common open space is for the benefit of the landowners/tenants, not their guests. The swale can be counted as open space if it is more than just a swale. Some examples: provide benches and a table, design the swale to also function as a play area/tot lot. c. A bike parking area can be counted twice if it is covered (footprint and roof area). d. A separate play area can also be counted twice, if it is covered. e. To ensure a fully functioning water quality system and meet objectives of Springfield's MS4 permit, the Springfield Development Code and the EDSPM, the proposed private vegetative water quality swale shall be shall be fully vegetated with all vegetation species established prior to approval of Final Plat. Alternatively, if this condition cannot be met, the applicant shall provide and maintain additional interim erosion control/water quality measures acceptable to the Public Works Department that will.suffice until such time as the swale vegetation becomes fully established. Also, prior to approval of the subdivision plat, the applicant shall include a maintenance agreement document with provisions to ensure functionali.ty of the proposed vegetative swale. 5. If a trash enclosure is being proposed, the enclosure will need to be roof covered, hydrauliclly isolated, and piped to sanitary per City of Springield Engineering Design Standards and Procedures Manual. If a common use trash enclosure is not proposed, please verify access and turn-around for the trash pick-up vehicles. .
