SUBDIVISION NARRATIVE
PRE 2010-00009
The division proposed is a six lot subdivision submitted under the provisions of SC 3.2-
230 - "Cluster Subdivisions" within the Medium Density Residential (MDR) Zone.
Building permits have been submitted for six duplexes locatcd as shown on the Site
Development Plan submitted. The purpose of the subdivision is to locate each duplex on
an individual lot for financing and possible future sale purposes.
The original parccl historically includcd one acre. Total area within the six lots,
excluding public right-of-way is 39.381 square feet.
The requirements for Cluster Subdivisions (SC 3.2-230) arc addressed as follows:
E. EXCEPTIONS TO ALLOW ADJUSTMENTS
I. As shown on the plans submitted, all structures meet LDR setback standards of 10
feet ti'ont, rear and street side-yard and 5 feet interior.
2. The structures do not exceed thc Code allowed 35 foot maximum building height.
3. Property to the North is not zoned LDR, thus solar protection is not required.
4. Covered structures occupy 10,134 square feet which is 26% of the development area
and within the 45% maximum allowed by Code.
5. Zero lot line construction is not proposed.
G. SPECIFIC DEVELOPMENT STANDARDS
I. N/A
2. The dwelling unit on Lot I has a door facing 42nd Street with a connecting concrete
walkway.
3a. There are no garage doors facing 42nd Street.
3 b. The duplex units each have a 60 square foot porch over the front entry door.
4. The unit on Lot One has a wall space of 646 feet thatll1ces 42nd Street. This unit is
required to have 15% or 97 feet of the wall space as doors and/or windows. The plans
submitted for a building permit on this unit include only 76 square feet. A revision for
this plan will be submitted to relocate an upstairs window to faee 42nd Street. This will
result in a window/door area of I 01 li.'et which meets the 15% Code requirement.

5. Building design features included on each of the duplex units are:
a. A roof pitch of7 to 12.
b. A 20 inch eave overhang
c. Each of the units will have two types of building materials; lap siding with
.shingles in gable areas.
d. Each of the units. including the one facing 42"d Street, has a 60 square foot front
porch and a recessed entry.
e. Each of the units, including the one facing 42"<1 Street will have gridded windows
with sun-ounding wood trim.
H. OPEN SPACE
The subdivision includes 7.810 square feet of open space. It includes a storm drain
facility area that will include park benches, two small basketball courts, a pet area, a play
area and a common parking area. The parking area is included as common area because
it will be assigned parking for tbe common use of the tenants.
I. LANDSCAPING
The landscaped portion of the n I 0 square feet of common area is 5638 square feet or
72% which exceeds the 50% Code requirement.

Proiect Overview
The proposal is to develop an approximate 1 acre parcel on South 42"0 Street into a 6 lot
cluster subdivision with 6 duplexes. The duplexes will be served by a single private
driveway and there will be some auxiliary parking.
There is approximately 5.850 square feet 01' existing AC paving on the property that is to
be removed with the reeontigured sileo There were also (2) houses on the property that
have been removed.
Proposed Destination
The drainage li'om the site will be directed to an existing 12" storm pipe that was stubbed
to the property during the South 42'''; Street improvement project. This stub connects to
the new storm line that was placed in South 42"<1 Street and has adequate capacity to serve
the proposed development with no on sile detention.
Proposed Pollution Control Facilities
A bio-swale will be constructed at the southwest corner orthe project. We have designed
approximately 6.450 square teel to sheet drain into this lileility. The swale will have a 3
foot wide bottom, 4: 1 si<.k slopes. and run at a slope' 01'0.5%. This will slow down tht,
velocity to mcct eontacllime requirements.
The rcmaining 4.865 square ket of paving will be coilected in dual chamber catch basins
and tied into the piped storm system. Since we have an existing paved area of 5,850
square feel to be removed. we are not proposing fossil niter insel1s in these basins.

also proposing one check dam at the midpoint of the swale.
Peak Flow Calculation (attached calculation sheet)
The peak flow for the] 0 year storm is 0.93 cfs, which results in minimum pipe diameter of 7.25
inches. Therefore, the 12 inch concrete pipe stub to the property is adequate to serve the
development.
