I have reviewed the materials provided with the subject application. The recommended
findings and conditions outlined below are provided for your use in preparing the
land-use decision.
STORMW A TER MANAGEMENT
Finding: Section 4.3-11 O.B of the SDC requires that the Approval Authority shall grant
development approval only where adequate public and/or private stormwater
management systems provisions have been made as determined by the Public Works
Director, consistent with the Engineering Design Standards and Procedures Manual
(EDSPM). Due to limited nature of proposed improvements on site and the proximity of
the McKenzie River, no additional measure to control runoff is required.
WATER OUALITY
Finding: Under Federal regulation of the Clean Water Act (CWA), Endangered Species
Act (ESA), and National Pollutant Discharge Elimination System (NPDES), the City of,
Springfield has obtained a Municipal Separate Storm Sewer System (MS4) permit. A
provision of this permit requires the City demonstrate efforts to reduce the pollution in
urban stormwater to the Maximum Extent Practicable (MEP). Upon project completion
no additional storm water quality measures will need to be taken.
PUBLIC STREETS, SIDEWALKS & IMPROVEMENT AGREEMENTS
Finding: No public streets, sidewalks or other public improvements are proposed or
required for this project.
UTILITIES, EASEMENTS AND RIGHTS OF WAY
Finding: No public utilities or easements are proposed or required for this development. .
Applicant has obtained the necessary permits to perform proposed construction with the
ODOT ROWand McKenzie River Riparian Area.

OTHER PERMITS
Finding: Section 5.l2-120F.lO of the SDC requires the applicant submit concurrently
with the application evidence that any required federal or state permit has been applied
for or approved. The applicant has provided a Joint Permit application to the US Army
Corps of Engineers and the Oregon Department of State Lands for work to be done in the
, ,.. . .. . riparian area for construction of a fresh water intake. All of the proper permits for this
'work appear to be granted by the governing agency. Any actions necessary to maintain
these permits is the sole responsibility of the applicant unless otherwise stated by the City
