SITE PLAN MODIFICATION FOR MILL WATER INTAKE
INTERNATIONAL PAPER, SPRINGFIELD MILL
Weyerhaeuser Company submitted a Joint Permit Application (JPA) to the Corps and DSL in June
2006 to relocate the mill water intake to the main stem of the McKenzie River. A new intake on
the main stem of the river was the only option that would meet the NMFS fish screen criteria for
passing velocity. The project was to consist of a new intake structure and fish screens in the
McKenZie River, a 500+ foot micro-tunnel under the adjacent freeway and Kizer Slough to the
plant site, a new pump station on the plant site, and a new force main to the existing mill water
system. The necessary permits were issued (Corps No. NWP-1999-279, DSL# 36759-RF) in
August 2007. On August 4,2008 Weyerhaeuser sold their Containerboard division to
International Paper Company which included the entire Springfield mill site.
Work on the project commenced the spring of2008. The caisson for the new pump station was
completed June 2008, and the micro-tunnel machine was set in place in mid-June to bore out to
the new fish screens. The micro-tunneling operation immediately began to have problems and
little progress was made. Attempts to pull the machine back were unsuccessful and the machine
was finally dug out in September 2008. Fortunately, the machine had not reached Kizer Slough.
Construction of the new intake and fish screens began on schedule July I, 2008. Due to the
micro-tunneling problems, the Corps granted a request for an extension to complete the in-water
work by October 31 as allowed by the revised ODFW in-water work guidelines. The intent of the
extension was to allow the micro-tunnel tie-in at the new intake/fish screens to occur as designed.
When it became clear the micro-tunnel would not be completed in a timely manner, the intake
structure and fish screens were completed and sealed off September 30, 2008 and the site restored.
The project certification, turbidity monitoring, and site restoration reports were submitted to the
Corps and DSL before the dates stipulated in the permits. It was noted in these reports that the in-
water portion of the project had been completed, but the micro-tunnel had not.
After an extensive review by the consulting engineers, micro-tunneling experts, and the contractor,
it was determined that micro-tunneling is not a viable option at this site. The ground is unstable
and flows too easily for this technology or comparable techniques to work effectively. Steps to
stabilize the material in front of the micro-tunnel machine would not assure success or eliminate
the risk of a blowout or collapse while tunneling under Kizer Slough.
Given that the location of the new fish screens is now fixed and micro-tunneling was eliminated as
an option, the only viable alternative is to construct a pump station adjacent to thtf~MW~l(fe~:

route the force main under the Highway 126 bridges and then across Kizer Slough to the plant site.
There are two options to cross Kizer Slough. The first is to install a pipeline about 2,200 feet
along the north side of Kizer Slough to a crossing near the existing fish screens and pumps. This
option is similar to the temporary system the Corps permitted in 2003 (199900279). The second
option is to construct a self supporting pipeline across Kizer Slough approximately where the
micro-tunnel would have been and install the remainder of the new force main on the plant site as
originally planned. The mill selected the self supporting pipeline option as shown in Figure I
because it is a short,er pipe run that can utilize an existing tie-in to the mill water system which
eliminates the need for the mill to shut down. In addition, the potential impact to areas above the
OHWM but adjacent to Kizer Slough will be significantly less than the fust alternative.

International Paper met with representatives from the City of Springfield and the Oregon
Department of Transportation (ODOT) to review their requirements for the new pump station and
a permanent pipeline under the freeway bridges. City building codes require the pump station to
be constructed below grade,at this location and ODOT requested that the pipeline be buried under
the bridges. Once the pipeline crosses the slough, the remaining route is essentiallri~tnt~l to. d'

The pump station is designed to connect directly with the mill water intake constructed in 2008
through a 60 inch diameter gravity pipe. The pump station is not a sealed water structure. It will be
maintained in a flooded condition such that the water level inside is the same as the river level
outside. This will balance potential buoyant forces to prevent the substation from floating out of
the banle
When the force main reaches the Kizer Slough crossing, it will be converted from a 36 inch HPDE
underground line to a 36 inch above ground steel line. The span across Kizer Slough will be
supported on each bank by piling and will be anchored horizontally on the mill side ofthe slough.
Six conduits will be attached to the force main to carry electrical, communication, and air lines
from the mill to the new pump station. The bottom of the line will be about 6 inches higher than
the bottom of the freeway bridges and a foot above the 500 year flood elevation.
International Paper contacted the Corps regarding jurisdiction and permits for the pipeline crossing
of the slough. The Corps concluded that the Coast Guard had jurisdiction and permitting
responsibility for crossings of this nature. International Paper contacted William Pratt, Coast
Guard bridge administrator for the 13th district which includes Oregon. After explaining the
location and scope of the proposed pipe crossing, Mr. Pratt confirmed that the Coast Guard has
jurisdiction, but indicated a permit would not be required for this installation. The waterway at the
location of the pipeline crossing qualifies for an exemption from bridge permitting via Section 107
of the Coast Guard Authorization Act of 1982 (33 U.S.c. 530). Additionally, the elevated
pipeline would qualify for an exemption because it would not hinder use of Kizer Slough by
expected boat traffic (rafts, drift boats, small jet boats, etc.).
All of the remaining work will be above the ordinary high water mark (OHWM). Based on our
investigations, we estimated the OHWM elevation at this site is 471.5-472.0 feet. The lowest
elevation for planned work is 475 feet to provide an adequate cushion and room for protective
measures. The wetlands delineation for the original project submitted as part of the JP A included
the entire area of the proposed changes and no wetlands will be disturbed or impacted due to these
changes. International Paper will adhere to all of the applicable terms and conditions specified in
the Joint Permit Application (JP A) and permits for the original project issued by the Corps and
Oregon Division of State Lands (DSL). The Stormwater Management and Sediment and Erosion
Control Plans submitted with the JP A and applicable NMFS Slope III construction BMPs and
conservation enhancement measures (e.g. silt fences, straw bales, etc.) will be iniplemented to
ensure there are no impacts to the McKenzie River or Kizer Slough water quality from
construction activities. Where it is appropriate, disturbed areas will be hydro-seeded or replanted
with native vegetation. One tree may need to be trimmed or removed near the north end of the
pipe crossing.
