Re: Site Plan Review for A-3 Addition Dear Ms. Markarian: Thank you for providing ODOT the opportunity to review the proposed Site Plan for an addition to the Academy of Arts and Academics (A-3) in downtown Springfield. The A-3 building is located at 637 Main Street. This portion of Main Street serves as the westbound segment of Highway 126. The A-3 building is also one block north of South A Street, which serves as the eastbound segment of Highway 126. Based on my review and analysis ofthe site and application materials, I find that the capacity . and operation of Highway 126 will not be significantly affected by the p.roposed addition. My review of site conditions, however, has raised one concern that ODOT would like the City of Springfield to address. \ Vehicular access to the A-3 site is provided by an alley that runs parallel to Main and South A streets. I presume this alley is a City facility. This alley intersects with 6th Street approximately 20 feet from the intersection of 6th Street and South A Street (Highway 126). I presume that the addition to the A-3 building will increase use of this alleyway for deliveries and by school staff to access parking located behind the building. Given the proximity of the western end ofthis alley to the 6th Street/Highway 126 intersection; ODOT is concerned that traffic entering 6th Street from this alley could create conflicts with eastbound Highway 126 traffic tlirning onto 6th Street, and that the lack of storage space on 6th Street could cause traffic to back up onto the eastbound segment of Highway 126. To mitigate this concern, ODOT requests that the City designate this alleyway for one-way traffic only in the eastbound direction. Directing traffic within this block to 7th Street will provide a more safe and appropriate way for vehicles to access Highway 126 and the local street system while reducing potential conflicts at the 6th StreetlHighway 126 intersection., """. r ~ It tr:~.j\J. .
