The required findings and conditions outlined below are provided for your implementation into the land use decision. General Finding: Approval ofthis proposal would allow construction of a 5,475 square-foot building on a 109,343 square foot (2.5 acre) site located at 2187 South F Street (18-03-01-00 T.L. 3800). The entire site was approved under a phased plan in 1997 (Site Plan Review 97-07-165). Phase one was built in 1998 and the current proposal is to construct Phase Two. Phase Three and Four are future phases and will require a separate Springfield Modification application. TransDortation System ImDacts Finding: The proposed development would have approximately 400 feet offrontage on South F Street. Finding: South F Street is an approximately 25 foot wide two-lane local street roadway within South Pacific Railroad (SPRR) right of way. The City has an agreement with SPRR to allow the street and utilities within the street. All work within the street area including utility connections and street improvements, must be approved by SPRR prior to construction. An improvement agreement has been executed for street trees, storm drain, sanitary sewer, surface paving, curbs, gutters, sidewalks and street lighting. Estimated traffic volume on South F Street is less than 2,000 vehicles per day. Finding: Based on ITE Land Use Code 110 (General Light Industrial) the total trip generation from this development upon completion of the proposed development would be as follows: . Average Weekday = 3.56 trips/lOOOsfx 5475sf= 20 trips . PM Peak Hour = 0.32 trips/lOOOsfx 5475sf= 2 trips In addition, the assumed development may generate pedestrian and bicycle trips. According to the "Household" survey done by LCOG in 1994, 12.6 percent of household trips are made by bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety ofland uses, including this use. DRC2009-00011 April 27, 2009 Page 2 of 2 Finding: Existing and proposed off-site transportation facilities would be adequate to accommodate additional trips that would be generated by the proposed development. Site Access and Circulation Finding: Installation of driveways on a street increases the number of traffic conflict points, The greater number of conflict points increases the probability of traffic crashes. SDC 4.2-120(A)(1) stipulates that each parcel is entitled to "...have an approved access provided...." Finding: Direct access to the development site exists via two existing 25-foot wide entrance/exit driveways onto on South F Street serving the primary parking area. Required Conditions: Street trees andlor on-site vegetation shall be placed or relocated as necessary to maintain adequate vision clearance triangles at the corners of all site driveways per SOC 4.2-130. Finding: SDC 4.6-115 requires all off-street parking areas to comply with the dimensions listed in Table 4.6-1. One such dimension calls for 24 feet of space aisle space between rows of parking stalls that are positioned at right angle with the flow of traffic. Finding: The site plan shows 21 feet of aisle space between the parking stalls of Phase One and Phase Two, said stalls being at right angles with the flow of traffic. As this development is zoned Heavy Industrial, the vehicles parking on the site will be larger than a typical commercial parking lot. Consequently, the Transportation staff sees no justification to reduce the requirements of SDC Table 4.6-1. Required Conditions: The final site plan shall display the parking lot arrangement to be in conformance with SOC Table 4.6-1. Please provide a copy of the draft Decision for my review prior to issuing the final decision.
