Thanks for copying me, Kim. My first reaction was "egads."
Yes, we would definitely require secondary containment for all of those materials i(the business were going through
some kind of land use change that could trigger a DWP permit. Without that, however, Section 3.3-200 (the DWP
overlay) cannot apply. I am glad that you were there to issue City requirements. If you think he would be receptive, I
could bring by some materials about our DWP area and discuss some voluntary changes. It sounds like you may have
already covered it, but if you think it would help, I'm happy to do it.

Hi Clayton,
I visited the New Age Auto Repair today as you requested and discussed City requirements with an employee,
Dan (the owner was not onsite, but I left my card for additional questions).
1. The used oil tank (I'm guessing about 200 gallons) is currently stored outside without cover. There is a
small basin underneath to serve as secondary containment, but it is filled with rainwater; the basin is
not large enough to be considered an adequate secondary containment measure for a tank this size.
Dan did not know if this tank was double-lined; I'm guessing that it is not. The City does not require
secondary containment for a tank of this size, but this is probably an issue with SUB.
2. Two 55 gallon drums are stored outside next to the used oil tank. One has a cap, the other does not. I
told Dan that we need to have tight-fitting caps for both of the drums and they must be stored under
cover or inside.
3. A third 55 gallon drum was stored outside, exposed to rain. Dan was not aware of the contents of this
drum; I told him he needed to determine the liquid and have a label on the container.
4. A large pile of scrap metal and auto parts are stored outside near the used oil tank. I told Dan these
parts must be covered from rain and may not be stored outside if there is a potential for liquids to drain
from them. Dim mentioned that Schnitzer Steel will be picking up the ma~ority ofJl;eN J1lf)j soon.

additional secondary containment requirements of chemicals here.
