Planning Notes:
1. Provide architectural drawings for the covered outdoor trash/recycling enclosure.
2. Parking spaces that could be occupied 24 hours a day are shown in front of the trash
enclosure. A dedicated, unobstructed area for commercial loading and trash pickup
will be required.
3. Show and/or describe the location of the new EmX bus stop that is immediately south
of the subject site on Gateway Street.
4. The submitted site landscaping plan does not encompass the entire property and
existing landscaping is not shown in detail. It is likely that landscaping improvements
will be required along the property frontages on Gateway and Kruse Streets and on
the west side of the building in order to meet Development Code and Gateway
Refinement Plan requirements.
5. Provide details on the existing and proposed site lighting, including fixture type and
placement; pole or building mount height; and photometric test report. In
accordance with SDC 4.5-110.B.1, the height of any free-standing light poles cannot
exceed the height of the principal building (convenience store), which is
approximately 16 feet high.

. Provide copies of the following documents recorded against the subject property with
the site plan submittal: 86879 (easement); 87-36547 (restrictive covenant); 87-
44694 (easement); 87-53789 (cross easement); and 2003-099140 (easement and
maintenance agreement).
. Remove proposed sawcut line and call-outs 1 & 3 from the site assessment plan
(Sheet Cl).
. Cross-access easements with the adjacent Denny's and Super 8 Motel sites will be
required to accommodate the proposed vehicle and pedestrian connections.
. Show the location of the proposed sidewalk to the east property line relative to
features on the existing Denny's site. Will the sidewalk it connect to a driving aisle,
or another pedestrian walkway?

. Features not shown on the site plan (such as ice or propane bottle vending
equipment, etc.) shall not be placed such that they obstruct bicycle parking or ADA
accessible routes.
o Provide building height dimensions on the architectural drawings (Sheet A2).
. Provide wheel bumpers or allow for additional sidewalk width to accommodate
bumper overhang for all parking spaces that front onto the sidewalks. As an
example, parking spaces 4, 5, 9 & 10 on Sheet A1 are within 5 feet of the bicycle
parking spaces, but vehicle bumpers could encroach an additional 2 feet onto the
sidewalk leaving only 3 feet of gap.
. Provide a mechanism to ensure that vehicles in parking spaces 1, 2 & 3 do not
encroach across the accessible sidewalk or into the trash enclosure area. As noted in
#2 above, three parking spaces may not be viable in this area to ensure the trash
enclosure is not obstructed.
. The proposed site development will be subject to Drinking Water Protection standards
and conditions as described in the staff report and decision for Case DRC201O-00006.
. The call-out for Construction Note #15 is not shown on Sheet C2.
. The call-out for a bicycle rack is mislabeled on Sheet C3 (shown in Construction Notes
as #9 - "landscape area drain").
. There is no Construction Note for call-out #10 (ADA ramp) on Sheet C3.
. The site plan submittal shall demonstrate conformity with applicable policies in the
adopted Gateway Refinement Plan, including provision for frontage landscaping and
screening of parking areas, etc.

Where a multi-family development is proposed, any additional
materials to demonstrate compliance with SDC 3.2-240
Riparian Area Protection Report for properties located within 15.0
feet of the top of bank of any Water Quality Limited Watercourses
(WQLW) or within 100 feet of the top of bank of any direct

This is not a decision on your application. Springfield Development Code Section 5.4-
105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or
when you request that the City proceed without the information. You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your intentions regarding the provision of the missing information.
If you indicate herein or in your written response that the missing information will be
submitted, then you have 180 days from the date the application was submitted for Pre-
Submittal Review to provide the City with the missing information. If you refuse to submit
the missing information, then upon receipt of the full application packet and processing fee,
the City will deem the application complete for purposes of starting the 120-day clock and
begin processing the application. No new information may be submitted after the start of
the 120-day period unless accompanied by a request for an extension of the 120-day
processing time. Upon receipt of a request for extension, the City may extend the 120-day
period for a reasonable period of time. The City may also require additional fees if the new
information is submitted after the Notification to Surrounding Property Owners is sent out
and a second notification is required or if the new information substantially affects the
application proposal and additional review is required. .
