General: The proposed development will more than triple the size of a convenient store on a
site, while leaving the gasoline station unmodified. This will add trips to the adjoining
intersection of Kruse Way and Gateway Street, which has long been known for its frequent crash
history and has also had one of the highest injury rates in the city. Consequently, as the
development will increase the safety hazard there, in accordance with SDC 4.2- 1 05(A)( 4)( c), a
TIA is required. The study should address all the criteria outlined in Springfield Public Works
Department policy (See enclosed S.O.P.P. #T -6.1), except that certain elements of the study may
be confined to the scope outlined below.
As the City of Springfield Council has temporarily reduced the performance standard to below
LOS D for the Gateway Street intersections with both Kruse and Beltline, no advantage will be
gained in studying the capacities of these intersections outside of their impact on safety. This
study will consequently need to be completed with operations in mind more than capacity.
Trip Distribution and Assignment: The site traffic would have two primary routes available for
access to/from Springfield's street network, and that is through a driveway on Kruse Way and
one on Gateway Street, the latter of which is shared with the Super 8 motel adjoining the site to
the south. The distribution pattern of existing traffic at these driveways is likely a reasonably
reliable indicator of future site-trip distribution when comparing the two access points.

Summarize recent three-year traffic accident data. The traffic accident data can be obtained from
City or State. The analysis should include (but not limited to) total number of accidents by type
(PDO, injury and fatal, rear end, head-on, sideswipe etc.), total number offatalities, high
accident locations, accident patterns, road deficiencies and mitigation measures.

In the place of analyzing the Beltline-Gateway intersection directly, please measure the
maximum queue length based on the cycle length of said intersection. These measurements shall
be taken three times every IS minutes in the a.m. and p.m. peak hours. They should be measured
from a fixed point that can be reproduced and directly related to the Gateway driveway and
Kruse Way intersection.
Trip Generation: Use the averaged data from the ITE Trip Generation Manual from ITE Codes
945 & 853 as discussed and derived in Attachment A. The independent variable will be trips per
1000 square feet gross floor area.
Traffic Crash Analysis: Summarize most recent three-year crash history along both the site
access points on Gateway Street and Kruse Way within 200 feet each direction from beyond the
site's borders.
Include this Scope of Work in the appendix of the Traffic Impact Study
