Delta Highway Eugene, OR 97408 July 15,2009 Dear Ms. Hanson & Mr. Werner: Re: NOTICE OF INCOMPLETE SITE PLAN SUBMITTALS Final Site Plan Equivalent Map - Case DRC2009-00027 Minor Site Plan Modification Type I - Case DRC2009-00028 Springfield Planning and Public Works Engineering staff have reviewed the plans submitted for a Final Site Plan Equivalent Map and that substantially comprise the accompanying Type I Site Plan Modification. As a result of the review, staff have determined that the plans are incomplete for the . purpose of review, acceptance, and issuance of a land use decision. Staff advise that the submitted Final Site Plan Equivalent Map is incomplete for the following reasons: · There is insufficient utility information depicted on the plan. Show the location, alignment, and pipe size (if applicable) of all above-ground and underground utilities affecting the property, including sanitary and storm sewer, water, electricity and telecommunications (such as fiber- optics). · The site plan must encompass the entire parcel, including the southeast comer of the property. Show and label all abutting tax lots and rights-of-way (eg. ODOT highway, railroad, etc.). · Provide dimensions for all parcel property lines and structures, including square footages for enclosed buildings. · In addition to curb lines, show the surveyed right -of-way lines for East 17th Avenue. · Show the location and type of any perimeter fencing. · Show the location of existing high voltage transmission towers and overhead power lines. · Show and label the extent of existing landscaping/turf and natural areas. The locations of all trees internal to the site shall be depicted on the plan. Natural trees and brush cover along the slough can be identified through a generalized map pattern. Permanent standing water can be shaded on the site plan. · Show the location of all vehicle and bicycle parking spaces (if any). · Provide an accurate bar scale in addition to the I "=50' label. To improve map clarity, staff suggest that the discontinuous linework depicting some localized site contours can be removed from the plan. Most of the site appears to be paved, ~ ~\\II?'> so light-weight, solid lines could be used to represent the curblines and a stipple pattern 1"2 /~('o applied to non-paved (eg. landscaping) areas. Because the Final Site Plan Equivalent Map represents a 'snapshot' of current development on the parcel - and will be used as context for all future modifications - the information must be as complete as possible, The proposed Type I Minor Site Plan Modification accompanying the Final Site Plan Equivalent Map is based substantially on the submitted plan, and therefore all requested information will need to be transferred to this map as well. Until the Final Site Plan Equivalent Map is finalized and accepted, the Minor Site Plan Modification is considered incomplete for processing.
